DECEMBER 20, 2021
The Common Council of the City of Richmond, Indiana met in a Regular Meeting
December 20, 2021 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR
President Parker called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Pat Smoker, Director of the
Sanitary District;Denise Retz, Superintendent Parks and Recreation; Ian Vanness, Director
of Infrastructure and Development; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held December 6,
2021, supported by Councilor Upon a vote viva voce, the motion carried.

Minutes of the November 24, December 2 and 9, 2021 meetings were accepted as
presented.

• DEPARTMENT OF PARKS AND RECREATION—Superintendent Retz
reviewed all activities of 2021.
ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance No. 60-2021 on first
reading by title only, supported by Councilor Oler. Upon a vote viva voce, the motion
carried.
ORDINANCES ON FIRST READING
ORDINANCE NO. 60-202 1 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER
APPLYING FOR DEDUCTIONS UNDER I.C. 6-2-12.1 Ahaus)
Ordinance No. 60-2021 was referred to the Tax Abatement Committee for due diligence.
ORDINANCES ON SECOND READING
AMENDED ORDINANCE NO. 58-2021 — AN APPROPRIATION ORDINANCE
AMENDING THE 2021 BUDGET (Council)
This Amendment is to correct a typographical error - Delete $175.00 from Contractual
Printing 0101-069-303-3320.
Councilor Cappa moved for approval supported by Councilor Oler.
Amended Ordinance No. 58-2021 was approved by consensus
