HomeMy Public PortalAbout01-02-2018 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 2, 2018 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, January 2, 2018 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR LOCKE President Lopeman called the meeting to order and the following business was conducted ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Jeffrey Locke, Misty Hollis, Gary Turner, Jamie Lopeman, and Ron Oler. Also in attendance were Andrew J. Sickmann, City Attorney; Karen Chasteen, City Clerk; Beth Fields, Controller; Emily Palmer, Deputy Controller; Dakota Collins; Police Major Mike Britt; Brooks Bertl, TRC; Fire Chief Jerry Purcell; Jack Cruse, Infrastructure and Development; Scott and Stephanie Alexander; Suzanne Bias; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Miller moved to approve the minutes of the meeting held December 18, 2017, supported by Councilor Hollis. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A. RESOLUTION NO. 1-2018—A RESOLUTION ADOPTING THE WAYNE COUNTY MULTI- HAZARD MITIGATION PLAN Councilor Locke moved to approve, supported by Councilor Turner. Upon a vote viva voce, the motion carried. B. RESOLUTION NO.3-2018—A RESOLUTION WAIVING NONCOMPLIANCE RELATED TO LATE-FILED STATEMENT OF BENEFITS FORM OF HOOSIER CONTAINER, INC. Councilor Wissel moved to amend the first WHEREAS to read Statement of Benefits form SB- 1/Personal Property. . ., supported by Councilor Hollis. Upon a vote viva voce, the motion carried. Councilor turner moved to approve as amended, supported by Councilor Locke. Upon a vote viva voce, the motion carried. COMMUNICATION FROM THE MAYOR • Review of community events • The 2018 budget will be emailed in lieu of printing bound books • Eight new Probationary Police Officers were sworn in. This brings the total number on the force to 74. Common Council Minutes January 2,2018 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 14, 2017 meeting were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • WAYNE COUNTY TURISM BUREAU—Councilor Hollis moved to approve Pamela Broering, Sam Patel and Dana Weigle to serve on the Board for terms ending December 31, 2019, supported by Councilor Oler. Upon a vote viva voce, the motion carried. MISCELLANEOUS BUSINESS • Mr. Bertl reviewed the progress of the remediation, demolition of the former Reid Hospital building. The project is on schedule. ORDINANCES ON FIRST READING Councilor Goss moved to suspend the rules and read on first reading by title only, supported by Councilor Cruse-Nicholson. Upon a vote viva voce, the motion passed. ORDINANCE NO. 1-2018—A GENERAL ORDINANCE AMENDING SECTION 91.16 AND SECTION 91.98 OF THE RICHMOND CITY CODE (Animals) The Clerk read Ordinance No. 1-2018 on first reading by title only. This Ordinance relates to humane treatment of animals and penalties. Councilor Goss moved to advance Ordinance No. 1-2018 to second reading and read by title only, supported by Councilor Cruse-Nicholson. Upon a vote viva voce, the motion failed 6-3. Dissenting were Councilors Miller, Hollis and Lopeman. Ordinance No. 1-2018 was referred to the Animal Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO.34-2017—A GENERAL ORDINANCE AMENDING CHAPTER 74 OF THE RICHMOND CITY CODE (Parking) The Clerk read Ordinance No. 34-2017 on second reading by title only. President Lopeman declared Ordinance No. 34-2017 on second reading and public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Hollis. Councilor Wissel moved to advance Ordinance No. 34-2017 to third and final reading and read by title only, supported by Councilor Miller. The Clerk read Ordinance No. 34-2017 on third reading by title only. Ordinance No. 34-2017 was approved with a 9-0 roll call vote. ORDINANCE NO. 55-2017 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE FEDERAL DEPARTMENT OF HOMELAND SECURITY(Fire) A recording of this meeting is on file in the Office of the City Clerk. Common Council Minutes January 2,2018 Page 3 of 3 The Clerk read Ordinance No. 55-2017 on second reading by title only. The Finance Committee recommended approval. President Lopeman declared Ordinance No. 55-2017 on second reading and public hearing. There being no comments for or against, Councilor Oler moved for engrossment, supported by Councilor Hollis. Upon a vote viva voce, the motion carried. Councilor Oler moved to advance Ordinance No. 55-2017 to third and final reading and read by title only, supported by Councilor Turner. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 55-2017 on third reading by title only. Ordinance No. 55-2017 was approved with a 9-0 roll call vote. ORDINANCE NO. 57-2017 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Hoosier Container) The Clerk read Ordinance No. 57-2017 on second reading by title only. Councilor Wissel moved to amend to reflect the amount of Seven Hundred Sixty Nine Thousand Eighty Eight Dollars and ninety nine cents ($769,088.99), supported by Councilor Miller. Upon a vote viva voce, the motion carried. President Lopeman declared Ordinance No. 57-2017 as amended on second reading and public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Wissel. Upon a vote viva voce,the motion carried. Councilor Wissel moved to advance Ordinance No. 57- 2017 as amended to third and final reading and read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 57-2017 as amended on second reading by title only. Ordinance No. 57-2017 as amended was approved with a 9-0 roll call vote. ORDINANCE NO. 58-2017 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.2-12.1 (Elder Family Partners) This Ordinance was held on second reading.
