FLORIDA ON THURSDAY, OCTOBER 28, 2021, AT 8:30 A.M., IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.

III. MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING OF 9-23-2021
Vice Chairman Murphy made a motion to accept the minutes of the
regular meeting on September 23, 2021. Alternate Board Member Canfield
seconded the motion with all voting AYE at roll call.

Held 10-28-2021 @ 8:30 A.M.
Town Clerk Taylor swore in Jess Sowards, Carol Perez, and Ros
Curtiss.
C. Applications for Development Approval
1. An application submitted by Jess Sowards-CSA Architects
as Agent for The Little Club, Inc., the owners of
property located at 100 Little Club Road, Gulf Stream,
Florida, which is legally described as a parcel of land in
Section 3, Township 46 South, Range 43 East and Section
34, Township 45 South, 43 East.
a. Demolition Permit to remove the existing Cart Barn.
b. Level 3 Architectural/Site Plan Review to permit the
construction of a new Florida Contemporary single
story, 4,625 square foot activity center.
Mr. Jess Sowards gave a detailed PowerPoint
presentation and made reference to this construction as going to be
matching the Clubhouse renovations that had recently been done and
stated that it would be the same windows, same shutters, roof tile and
colors. He added that Mouw and Associates had done the construction for
the Clubhouse and would also be doing this construction. Ms. Carol
Perez, Landscape Architect, pointed out that the landscape plan matched
what had been renovated at the Clubhouse so it would feel seamless and
blend in with what had already been done.
Board Member Smith asked if the air conditioning units were going
to be masked by landscaping to which Ms. Perez answered in the
affirmative. Chairman Smith asked about the roof feature and if they
were real windows and if there were going to be high ceilings to which
Mr. Sowards answered that the two rooms at the end would have high
cathedral ceilings and explained that the roof feature was a cupola to
give some detail, but the louvers were not functional. Chairman Smith
asked if there had been comments from neighbors to which Town Clerk
Taylor stated there had been two verbal comments from St. Andrews and
one from the Hillside House and that they were in favor of the project.
Chairman Smith then asked Assistant Town Attorney Nazzaro to explain the
parking. Mr. Nazzaro stated that one space per three persons of maximum
capacity of the facility as determined by the entire occupancy rating is
required. He asked Mr. Sowards to find that out before the Commission
meeting on November 12, 2021, to which Mr. Sowards agreed. A question
from the public was asked as to what was going to happen to the golf
carts to which Mr. Ros Curtiss answered they would be relocated to the
green barn adjacent to the second green on the golf course.
Vice Chairman Murphy made a motion to recommend approval of a
demolition permit to remove the existing cart barn (2,280 sq. ft.).
Alternate Board Member Canfield seconded the motion with all voting AYE
at roll call.
Vice Chairman Murphy made a motion to recommend approval of a
Level III Architectural/Site Plan based on a finding that the
construction of a new, single -story Activity Center (4,625 sq. ft.)
meets the minimum intent of the Design Manual and applicable review

standards and prior to the recommendation at the next Commission
Meeting, the parking space ratio needs to be considered in relation to
the maximum fire capacity of the new construction. Alternate Board
Member Canfield seconded the motion with all voting AYE at roll call.
Vice Chairman Murphy made a motion to recommend approval of a new
landscape plan around the building with the following condition:
1. Any minor modifications in the approved landscaping shall be
submitted to the Town Manager for review and approval and any
major modification shall be brought back to the ARPB for review
and approval, prior to commencement of landscaping.
Alternate Board Member Canfield seconded the motion with all
voting AYE at roll call.
