HomeMy Public PortalAbout02-07-2005 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, FEBRUARY 7, 2005 The Common Council of the City of Richmond, Indiana met in regular session Monday, February 7, 2005, in the Council Chambers in said City. President Bruce Wissel presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR SHARP ROLL CALL Councilors present were Howard"Jack"Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Lundy moved to approve the minutes of the meeting of January 18, 2004 with a second by Councilor Welch. The motion carried with a unanimous voice vote. PRESENTATIONS,MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS RESOLUTION NO. 1-2005—RESOLUTION AUTHORIZING THE MAYOR TO SIGN A CERTIFICATE OF PUBLIC APPROVAL BY APPLICABLE ELECTED REPRESENTATIVE FOR THE HOSPITAL AUTHORITY OF RICHMOND SUBORDINATED HOSPITAL REVENUE BONDS The Clerk read Resolution No. 1-2005 by title only. Resolution No. 1-2005 will authorize the Mayor of the City of Richmond to sign, on behalf of the City, the Certificate of Public Approval by Applicable Elected Representative for the hospital Authority of Richmond Subordinated Hospital Revenue Bonds (Reid Hospital Project) Series 2005 in the principal amount not to exceed $6 million. Councilor Welch moved for approval of this Resolution with a second by Councilor Sharp. The motion carried with a unanimous voice vote. COMMUNICATION FROM THE MAYOR Mayor Hutton, Police Chief Wolski, Fire Chief Crawley, the Sanitary District, Street and Park Departments and Department of Engineering have developed a Snow Emergency Removal Plan. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the December 30, 2004, January 13 and 20, 2005 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS Common Council Minutes February 7,2005 Page 2 City Controller, John Kenny, presented a comparison of expenditure sheet for the General Fund, Street and Parks for the years 2002-2004. Excluding health insurance costs, the overall expenses were lower in 2004 than each of the two previous years. Fire Chief Mike Crawley announced the Fire Department has received a grant from the Federal Emergency Management Agency in the amount of$264,180. These funds will be used for self contained breathing apparatus. City Attorney Walt Chidester reported that the Indiana Department of Environmental Management has signed off on the Carpenter building. Mr. Chidester estimated a sheriff's sale will take place within the next three months. MISCELLANEOUS BUSINESS Don Holbrook, Director of the Economic Development Corporation, reviewed the direction being taken by the Corporation. Council President Wissel announced an Indiana Association of Cities and Towns legislative update meeting will be held February 28. ORDINANCES ON FIRST READING ORDINANCE NO. 8-2005—A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION The Clerk read Ordinance No. 8-2005 by title only. Fire Chief Crawley explained in 2004 Richmond Power and Light donated a parcel of land to the Fire and Police Departments to be used for a training facility. There is a stipulation that the parcel has to be developed within five years or the land is to be returned to RP&L. Ordinance No. 8-2005 would authorize the City to create a fund to receive donations for this purpose. An estimated $1.9 million is needed for this project. Councilor Elstro moved to suspend the rules and advance Ordinance No. 8-2005 to second reading and read by title only with a second by Councilor Glover. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 8-2005 on second reading by title only. Council President Wissel declared Ordinance No. 8-2005 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 8-2005 with a second by Councilor Lundy. The motion carried with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 8-2005 to third and final reading and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 8-2005 on third reading by title only. Ordinance No. 8-2005 was adopted with a 9-0 roll call vote. Common Council Minutes February 7,2005 Page 3 ORDINANCE NO. 9-2005—A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION(Moose Lodge) The Clerk read Ordinance No. 9-2005 on first reading by title only. Fire Chief Crawley spoke to Ordinance No. 9-2005. This ordinance would authorize the City to accept a donation of Rescue Equipment from the Richmond Moose Lodge to be used by the Fire Department. This equipment is valued at approximately Three Thousand Dollars ($3,000). Councilor Lundy moved to suspend the rules and advance Ordinance No. 9-2005 to second reading and read by title only with a second by Councilor Sharp. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 9-2005 on second reading by title only. Council President Wissel declared Ordinance No. 9-2005 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 9-2005 with a second by Councilor Parker. The motion carried with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 9-2005 to third and final reading and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 9-2005 on third reading by title only. Ordinance No. 9-2005 was adopted with a 9-0 roll call vote.
