KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. CALL TO ORDER Chairman Smith called the meeting to order at 8:30 A.M. II. MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING OF 11-18-21 Board Member Roach made a motion to approve the minutes of the November 18, 2021, meeting. Board Member Smith seconded the motion with all voting AYE at roll call. IV. ADDITIONS, WITHDRAWALS, DEFERRALS, ARRANGEMENT OF AGENDA ITEMS There were none. V. ANNOUNCEMENTS A. Meeting Dates 1. Regular Meeting & Public Hearing a. January 27, 2022, at 8:30 A.M. b. February 24, 2022, at 8:30 A.M. c. March 24, 2022, at 8:30 A.M. d. April 28, 2022, at 8:30 A.M. Chairman Smith called attention to these dates. The consensus was that all would be available for the January meeting. VI. PUBLIC HEARING A. Declaration of Ex-Parte Communication There was none. B. Administer Oaths Town Clerk Taylor swore in Bryan Donahue and Josh Weaver. C. Applications for Development Approval 1. An application submitted by Bryan Donahue of Insite Studio, Inc. as agent for the Ballantrae Condominium Association of Palm Beach County, Inc., the owners of property located at 4333 N. Ocean Blvd., Gulf Stream, Minutes of ARPB Meeting & Public Hearing Held 12-16-2021 C 8:30 A.M. Florida, which is legally described as the south 350 feet of the north 1919 feet of Government Lot 2, Section 34, Township 45 South, Range 43 East, Palm Beach County, Florida, lying East of State Road AlA and West of the Atlantic Ocean. Mr. Bryan Donahue, Architect from Insite Studio representing the Ballantrae Condominium, gave a detailed PowerPoint presentation. Mr. Donahue explained this was basically maintenance being done to the roof of the underground parking garage and that it was straightforward. A question was asked as to how long the project would take to which Mr. Josh Weaver answered it would take eight months to complete and they were planning to begin April 1, 2022, and be finished by November 1, 2022. Mr. Donahue explained that all vegetation would be restored, and lighting would be brought to Code and DEP standards. He added they would be expanding the pool deck and replacing the hedging with glass for a better view of the ocean. Vice Chairman Murphy made a motion to approve a land clearing permit to remove vegetation above the underground parking garage. Board Member Roach seconded the motion with all voting AYE at roll call. Vice Chairman Murphy made a motion to approve a demolition permit to permit the demolition of the existing pool and pool deck. Board Member Dockerty seconded the motion with all voting AYE at roll call. Vice Chairman Murphy made a motion to approve a Level II Architectural/Site Plan based on a finding that the removal of material located above the underground parking garage which includes an existing pool, pool deck, pathways, and landscape areas to perform maintenance on the garage roof, after which the landscaping will be replaced along with the pool, an expanded pool deck and pathways meets the minimum intent of the Design Manual and applicable review standards, with the following condition: 1. Any minor modifications in the approved landscaping shall be submitted to the Town Manager for review and approval and any major modification shall be brought back to the ARPB for review and approval, prior to commencement of landscaping. Board Member Dockerty seconded the motion with all voting AYE at roll call. VII. ITEMS BY STAFF There were none. VIII. ITEMS BY BOARD MEMBERS There were none. IX. PUBLIC Chairman Smith asked if there were and Bill Boardman, Town resident, said he said he was speaking on behalf of himself K any comments from the public, wished to speak. Mr. Boardman and not the Civic Association. Minutes of ARPB Meeting & Public Hearing Held 12-16-2021 @ 8:30 A.M. Mr. Boardman explained he had concerns about homes being built in the Core district of Gulf Stream that contributed to a problem with massing. Mr. Boardman said the Town Code contained provisions that addressed his concerns, and that he and members of the Civic Association were disappointed in the approval of the large house that was under construction at 530 Old School Road. He questioned how the house could have been approved, said he was meeting with staff to better understand the application process, and pledged to attend other meetings of the Board over the next few months.
