THE CITY OF RICHMOND, INDIANA, MONDAY, MARCH 7, 2005
The Common Council of the City of Richmond, Indiana met in regular session Monday, March 7,
2005, in the Council Chambers in said City. President Bruce Wissel presided and the following
business was conducted:

ROLL CALL
Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing
Welch, Al Glover, Gil Klose and Diana Pappin. Absent was Larry Parker.
APPROVAL OF MINUTES
Councilor Welch moved to approve the minutes of the meeting of Tuesday, February 22, 2005,
with a second by Councilor Sharp. The motion carried with a unanimous voice vote.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
Dr. Darrell Greene, President of the Disability Awareness Council announced that March is
Disability Awareness Month and explained the various activities planned. The Disability
Awareness Council meets the third Wednesday of each month in the Municipal Building
Community Room. Eleven awards are given annually to individuals and groups that improve
their accessibility
Mayor Hutton presented a Proclamation in honor of Disability Awareness Month.
COMMUNICATION FROM THE MAYOR
• Mayor Hutton reported the entities that created the Department of Metropolitan
Development have blended and are working well together.
• There have been meetings of community representatives discussing diversity issues and
cultural differences. Several areas are being pursued for improvement in our
community. This will be discussed in more detail in the future.
• The Crisis Intervention Team graduation was held last week. Attendees included law
enforcement officers from Richmond and Wayne County. This team has been trained to
deal with mental disabilities in emergency situations. This is part of the Community
Policing effort

The minutes of the February 10 and 17, 2005 meetings were accepted as presented.

REPORTS FROM DEPARTMENT HEADS
John Kenny, City Controller, explained the information presented in the Council packets
included five-year data on health insurance and cash balances of City funds.
Mr. Kenny also stated there is no lost check in the Finance Department as reported in the news
media recently. There was a check received in 2001 which was properly receipted to the City of
Richmond and recorded to the Parks Department under a Revenue Account earmarked for the
Richmond Roosters.
ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos. 13 and 14-2005 on first
reading by title only with a second by Councilor Welch. The motion carried with a unanimous
voice vote.
ORDINANCE NO. 13-2005 -AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE AREA 9
AGENCY
The Clerk read Ordinance No. 13-2005 on first reading by title only.
Ordinance No. 13-2005 would allow the City of Richmond to submit a grant application to obtain
funding for Roseview Transit transportation services in 2005 and 2006 in the amount of Forty-
Two Thousand Seven Hundred and Nineteen Dollars ($42,719.00). There would be a local
match of fifteen percent (15%) or Six Thousand Four Hundred Eight Dollars ($6,408.00).
Councilor Welch moved to suspend the rules and advance Ordinance No. 13-2005 to second
reading and read by title only with a second by Councilor Sharp. The motion carried with a
unanimous voice vote.
The Clerk read Ordinance No. 13-2005 on second reading by title only.
Council President Wissel declared Ordinance No. 13-2005 on second reading and public
hearing. There being no comments for or against the ordinance, Councilor Elstro moved for
engrossment of Ordinance No. 13-2005 with a second by Councilor Sharp. The motion carried
with a unanimous voice vote.
Councilor Lundy moved to suspend the rules and advance Ordinance No. 13-2005 to third and
final reading and read by title only with a second by Councilor Elstro. The motion carried with a
unanimous voice vote.
The Clerk read Ordinance No. 13-2005 on third reading by title only.
Ordinance No. 13-2005 was adopted with an 8-0 roll call vote.

ORDINANCE NO. 14-2005—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS
UNDER I.C. 6-1.1-12.1
The Clerk read Ordinance No.14-2005 on first reading by title only.
Ordinance No. 14-2005 is a request by Gamco Components, LLC for a five-year tax abatement
for equipment valued at $1,190,366. Twenty-six hourly employees would be recalled from lay-
off and one employee transferred to the Richmond facility. One hundred two jobs would be
retained.
Ordinance No. 14-2005 was referred to the Tax Abatement Committee for review.
ORDINANCES ON SECOND READING
ORDINANCE NO. 11-2005—AN ORDINANCE ADOPTING A NEW SCHEDULE OF RATES
AND CHARGES FOR SERVICES RENDERED BY THE CITY OF RICHMOND'S MUNICIPAL
ELECTRIC UTILITY, RICHMOND POWER & LIGHT
The Clerk read Ordinance No. 11-2005 on second reading by title only.
Council President Wissel declared Ordinance No. 11-2005 on second reading and public
hearing. There being no comments for or against the ordinance, Councilor Elstro moved for
engrossment of Ordinance No. 11-2005 with a second by Councilor Welch. The motion carried
with a unanimous voice vote.
Councilor Welch moved to suspend the rules and advance Ordinance No. 11-2005 to third and
final reading and read by title only with a second by Councilor Elstro. The motion carried with a
unanimous voice vote.
The Clerk read Ordinance No. 11-2005 on third reading by title only.
Ordinance No. 11-2005 was adopted with an 8-0 roll call vote.
