HomeMy Public PortalAbout04-04-2005 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, APRIL 4, 2005 The Common Council of the City of Richmond, Indiana met in regular session April 4, 2005, in the Council Chambers in said City. Vice President Diana Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GLOVER ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Absent was Councilor Wissel. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the meeting of Monday, March 21, 2005 with a second by Councilor Parker. The motion carried with a unanimous voice vote. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Mayor Hutton presented a portrait of Jim Hankinson to be displayed in the Council chambers. Mr. Hankinson served on Council from 1980 until 1991. Mrs. Helen Hankinson and family were present for the presentation. COMMUNICATION FROM THE MAYOR • The Flags in front of the City Building will be at half staff in memory of Pope John Paul II until Friday, April 8 at dusk. • The City of Richmond bought the Carpenter building at the Sheriff's Auction on March 30 for $1.6 million. The City will be actively marketing the property. • April 16 will begin the eight-week clean-up of the City (schedules were given to Council members). After completion of the City wide clean up, tickets will be given for violations of the Garbage and Rubbish Section of the Municipal Code. • Other activities on the 16th include the Gorge Cleanup sponsored by the Park Department, Operation Clean Sweep by the Chamber of Commerce and the Street Tree Commission will be trimming street trees in the Baxter neighborhood. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the March 10 meeting were accepted as presented. REPORTS FROM STANDING COMMITTEES Street Tree Commission: Councilor Pappin announced that Pam Lotz, Department of Natural Resources will be present on April 16 to present the Commission with the Street Tree Award and the Tree Line Award. Common Council Minutes April 4,2005 Page 2 MISCELLANEOUS BUSINESS First Class Boy Scout, Adam Decker, Troop 114, was in attendance. Adam is working on his Government Merit Badge. ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 20, 21, 22 and 23-2005 on first reading by title only. ORDINANCE NO. 20-2005 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM The Clerk read Ordinance No. 20-2005 on first reading by title only. Ordinance No. 20-2005 would allow the City of Richmond to submit, accept and appropriate a grant application to obtain funds that will be used to purchase and install mobile data terminals and associated software for firefighting vehicles. The application is in the amount of$176,925. A local match of ten percent (10%) of total project costs is required and would come from local funds. Councilor Welch moved to suspend the rules and advance Ordinance No. 20-2005 to second reading and read by title only with a second by Councilor Sharp. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 20-2005 on second reading by title only. Council Vice President Pappin declared Ordinance No. 20-2005 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 20-2005 with a second by Councilor Welch. The motion carried with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 20-2005 to third and final reading and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 20-2005 on third reading by title only. Ordinance No. 20-2005 was adopted with an 8-0 roll call vote. ORDINANCE NO. 21-2005 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R-1 TO A SPECIAL USE DISTRICT The Clerk read Ordinance No. 21-2005 on first reading by title only. Ordinance No. 21-2005 is a petition to rezone the property generally located on undeveloped land southeast of the intersection of South "L" and 23rd Streets from R-1 to a Special Use District. This change would allow the owner to develop a nursing home and assisted living campus from this location. Common Council Minutes April 4,2005 Page 3 Councilor Welch moved to amend the ordinance at the second WHEREAS to read it is desirable to change the above described real estate's zoning designation to a Special Use District in order to allow the owner to develop a nursing home, assisted living campus and physical therapy and rehabilitation at this location. There was a second by Councilor Parker. The motion carried with a unanimous voice vote. Amended Ordinance No. 21-2005 was referred to the Plan Commission for public hearing at its meeting on April 28, 2005. ORDINANCE NO. 22-2005 -AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE HISTORIC LANDMARKS FOUNDATION The Clerk read Ordinance No. 22-2005 on first reading by title only. Ordinance No. 22-2005 would allow the City of Richmond to submit, accept and appropriate a grant application to obtain funds that will be used to create and host a City of Richmond Historic Preservation Commission Website. The application is in the amount of$2,500. The city of Richmond Historic Preservation Commission has committed to provide local funds through the collection of donations in an amount up to $500. Councilor Welch moved to suspend the rules and advance Ordinance No. 22-2005 to second reading and read by title only with a second by Councilor Sharp. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 22-2005 on second reading by title only. Council Vice President Pappin declared Ordinance No. 22-2005 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Parker moved for engrossment of Ordinance No. 22-2005 with a second by Councilor Welch. The motion carried with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 22-2005 to third and final reading and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 22-2005 on third reading by title only. Ordinance No. 22-2005 was adopted with an 8-0 roll call vote. ORDINANCE NO. 23-2005 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL RESOURCES The Clerk read Ordinance No. 23-2005 on first reading by title only. Ordinance No. 23-2005 would allow the City of Richmond to act as a "pass through" agent to obtain funds that will be used by the City of Richmond Historic Preservation Commission to perform repair work on the Dickinson Log Cabin located at the Wayne County Historic Museum. The amount of this request is $20,000. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 23-2005 on second reading by title only. Council Vice President Pappin declared Ordinance No. 23-2005 on second reading and public hearing. Matt Stegall spoke in favor on this Ordinance. There being no comments against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 23-2005 with a second by Councilor Welch. The motion carried with a unanimous voice vote. Councilor Elstro moved to suspend the rules and advance Ordinance No. 23-2005 to third and final reading and read by title only with a second by Councilor Parker. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 23-2005 on third reading by title only. Ordinance No. 23-2005 was adopted with an 8-0 roll call vote.
