HomeMy Public PortalAbout05-02-2005 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MAY 2, 2005 The Common Council of the City of Richmond, Indiana met in regular session May 2, 2005, in the Council Chambers in said City. President Bruce Wissel presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ELSTRO There was a moment of meditation in memory of Mamie Wright who was dedicated to the good of her community. ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Also present was Richmond High School Student Ryan Vaughn. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the meeting of Monday, April 18, 2005 with a second by Councilor Pappin. The motion carried with a unanimous voice vote. COMMUNICATION FROM THE MAYOR • The Annual Spring Clean-Up program is in its third of eight weeks. So far 178 tons of debris and 1200 tires have been picked up by the Sanitary District, Street Department and many volunteers. • Mayor Hutton announced that Terry Dull has been hired as City Engineer. • There are three interested parties interested in purchasing the Carpenter property. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the April 4 and 14 meetings were accepted as presented. ORDINANCES ON FIRST READING ORDINANCE NO. 30-2005—A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION The Clerk read Ordinance No. 30-2005 on first reading in its entirety. A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION WHEREAS, the City of Richmond will celebrate its 200t1i birthday in the year 2006 and plans are being made for 200 events in honor of this occasion WHEREAS, the City of Richmond,Indiana,has the option of accepting or rejecting donations for a specific purpose; WHEREAS, the acceptance of a donation for a specific purpose constitutes the appropriation of such property for the intended purpose; and NOW,THEREFORE,be it ordained by the Common Council of the City of Richmond,Indiana,that the following shall be accepted and gratefully acknowledged by the citizens of Richmond: Common Council Minutes May 2,2005 Page 2 The donation of funds and/or other resources for the City of Richmond Bicentennial Celebration (Richmond Celebrates) Bev Nixon, Richmond Celebrates Chairperson, spoke to the Ordinance. The first event will be June 11, 2005 and continue until August 2006. Councilor Welch moved advance Ordinance No. 30, 2005 to second reading and suspend the rules and read by title only with a second by Councilor Sharp. The motion carried with a unanimous voice vote. Council President Wissel declared Ordinance No. 30-2005 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 30-2005 with a second by Councilor Sharp. The motion carried with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 30-2005 to third and final reading and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 30-2005 on third reading by title only. Ordinance No. 30-2005 was adopted with an 9-0 roll call vote. ORDINANCES ON SECOND READING Councilor Sharp moved to continue the following Ordinances on second reading until the May 16, 2005 meeting. The petitioners have requested additional time to prepare. Councilor Parker seconded. The motion carried with a unanimous voice vote. AMENDED ORDINANCE NO. 21-2005 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R-1 TO A SPECIAL USE DISTRICT ORDINANCE NO. 24-2005—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R-3 TO A SPECIAL USE DISTRICT ORDINANCE NO. 25-2005 -A SPECIAL ORDINANCE PROVIDING FOR A PLANNED UNIT DEVELOPMENT GENERALLY LOCATED SOUTH OF HIDDEN VALLEY DRIVE AND SOUTHWEST 15TH STREET TO BE USED FOR RESIDENTIAL PURPOSES CALL FOR ADJOURNMENT There being no further business, the meeting was adjourned.
