HomeMy Public PortalAbout04-19-2004 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,MONDAY,APRIL 19, 2004 The Common Council of the City of Richmond, Indiana met in regular session Monday, April 19, 2004, in the Council Chambers in said City. President Larry Parker presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WISSEL ROLL CALL Councilors present were Howard"Jack"Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Lundy moved to approve the minutes of the April 5, 2004 meeting with a second by Councilor Elstro. The motion passed with a unanimous voice vote. COMMUNICATION FROM THE MAYOR Mayor Hutton expressed her thanks to the volunteers who took part in several community projects on Saturday, April 17. There was street-tree trimming from North to South "A" Streets and over 72 tons of trash and 500 tires were picked up in the south end of Richmond. This clean up activity will continue for the next seven weekends. All help will be appreciated. Richmond has received another $29,000 from the Commerce Department to be used for the turn lane on Salisbury Road. Tony Foster submitted this request. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the March 25 and April 1 meetings of the Board of Public Works and Safety were included in the Council packets. MISCELLANEOUS BUSINESS Centerville High School student, Krystal Kelley, was present and representing Mr. Stevens' Government class. ORDINANCES ON FIRST READING ORDINANCE NO. 24-2004—AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM Councilor Elstro moved to suspend the rules and read Ordinance No. 24-2004 by title only with a second by Councilor Welch. The motion passed with a unanimous voice vote. Common Council Minutes April 19,2004 Page 2 The Clerk read Ordinance No. 24-2004 by title only. Tony Foster, Director of Community Development, explained that the Fire Department is requesting $283,825 from the Assistance to Firefighters Grant Program. The funding will be used to purchase new self-contained breathing apparatus and related. The match for this grant is ten percent (10%) of the overall project cost which equals $31,536. Due to the timing of this grant request, this amount will be included in the 2005 budget. Councilor Wissel moved to suspend the rules and advance Ordinance No. 24-2004 to second reading and read by title only. There was a second by Councilor Welch. The motion passed with a unanimous voice vote. The Clerk read Ordinance No. 24-2004 by title only. Fire Chief Mike Crawley reported the current equipment is outdated and does not meet OSHA standards. Councilor Elstro moved for engrossment of Ordinance No. 24-2004 with a second by Councilor Welch. The motion passed with a unanimous voice vote. Councilor Lundy moved to suspend the rules and advance Ordinance No. 24-2004 to third reading and read by title only. There was a second by Councilor Elstro. The Clerk read Ordinance No. 24-2004 by title only. Ordinance No. 24-2004 was approved with a 9-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 22-2004—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 Councilor Wissel reported that this request is a tax abatement request for equipment at Holland Colours America, Inc. The request is for ten years. Five new jobs are anticipated and 78 jobs retained. The equipment has a life expectancy exceeding ten years and has an estimated value of$935.000. The Tax Abatement Committee recommends approval of this request. There was discussion outlining the compliance procedures for tax abatements and it was stressed that they are monitored closely. Councilor Elstro moved for engrossment of Ordinance No. 22-2004 with a second by Councilor Welch. The motion passed with a unanimous voice vote. Councilor Welch moved to suspend the rules and advance Ordinance No. 22-2004 to third reading and read by title only. There was a second by Councilor Sharp. The motion passed with a unanimous voice vote. The Clerk read Ordinance No. 22-2004 by title only. Ordinance No. 22-2004 was approved with a 9-0 roll call vote. Common Council Minutes April 19,2004 Page 3 ORDINANCE NO. 23-2004—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 Councilor Wissel reported that this request is for a tax abatement for Holland Colours Americas, Inc. This abatement is for real property. HCA will be constructing a new 42,500 square foot building adjacent to their current location. This building is to house the equipment abated in Ordinance No. 22-2004. The estimated value of the property is $1,700,000. This abatement request is for ten years and the Tax Abatement Committee recommends approval. Councilor Elstro moved for engrossment of Ordinance No. 23-2004 with a second by Councilor Lundy. The motion passed with a unanimous voice vote. Councilor Welch moved to suspend the rules and advance Ordinance No. 23-2004 to third reading and read by title only. There was a second by Councilor Pappin. The Clerk read Ordinance No. 23-2004 by title only. Ordinance No. 23-2004 was approved with a 9-0 roll call vote. CALL FOR ADJOURNMENT There being no further business, there was a motion for adjournment by Councilor Welch with a second by Councilor Wissel. The motion passed with a unanimous voice vote.
