HomeMy Public PortalAbout20101115CRCMinutes.docxCITY OF TYBEE ISLAND COMMUNITY RESOURCE COMMITTEE Monday, November 15, 2010, 4:30 PM Council Chambers Draft minutes Members Present: Freda Rutherford, Mallory Pearce, Don Ernst, Rusty Fleetwood, Judy Miller, Sandy Major, Libby Bacon, Lisa Callahan, Frank Kelly Members Absent: Tommy Linstroth, Pat Locklear, Karen Kelly, & Tommy Linstroth Guests: Paul Wolff - Council, Brad Sherman Rusty Fleetwood called the meeting to order at 4:31 PM. He welcomed Brad and said that he hoped Brad would get an application into the city council to serve on the committee MINUTES Libby moved, Frank seconded, to approve the minutes from the October 18th meeting. All approved. WATER FAIR Judy reported on the Water Fair committee. She said that she needed to get applications back from vendors and non-profits. Sandy handed out the Water Fair poster and said that it is on cable -channel 7. She said that she will work with Michael Bodine to get on the web site and over head for Thursday's council meeting. Rusty said he needs a complete packet for Thursday. Sandy said she would get it to him Thursday morning. Judy notified the committee that she is on the agenda under visitors for energy assistance. Frank asked Paul is if there were any citizen complaints about the tiered water rates, adding that he has heard some. Freda commented that they won't like their bills when we have saltwater intrusion like Hilton Head. Lisa said she is preparing education sessions for the Fair on the aquifer. Discussion followed about putting the water fair notices on the water bills. WORKSHOP REPORT Rusty walked the committee through the mission and goals and completed a final mark-up. Discussion included a new topic – the Master Plan requirement for a carry capacity study. After lengthy discussion the committee agreed to work on defining terms at our next meeting. Rusty will present an overview of our mission and goals at Thursday's council meeting. COUNCIL ASSIGNMENTS: Rusty made the following committee assignments: Water: Rusty (chair), Don, Libby, Judy, Sandy, Pat, & Lisa Energy: Freda (chair), Tommy, Rusty Transportation: Frank (chair), Don Strategic Task Force: Pat Locklear (chair) Waste: Karen (chair) Rusty commented that chairs were responsible for recruiting the people that they want to work with. Freda proposed that we attempt to phase goals so that we can have a larger group working on implementation of each one. For example, she said she would like to have an energy fair to mirror the water fair and needed the event planning expertise of the water fair group. Rusty said put it on the next agenda with a plan. Mallory moved, Sandy seconded to approve the appointment of the committee chairs. All approved. BEACH SHOWERS: Don invited everyone to attend the SCAD meeting at North Beach Grill on December 1st to implement Phase 1 of the Beach Shower plan. They will be marketing water savings using Salty the Turtle as their mascot. Don said it is not feasible to use rainwater for showers in Georgia so we are working toward a goal of using gray water. They are working with Deb Barriero at DNR to get approvals to put barrels at North Beach. They need gutters. Rusty suggested contacting Savannah Gutters for a donation. Don said Joe Wilson will supply the plumber. Each bathroom uses 18,000 gallons per month. SCAD will propose a prototype for a filtration system. We need a 175,000 gallon container. Libby is doing toilet research; we need 6 dual-flush toilets. Don will contact Pat Prokop re the North Beach weather station for better data. Volunteers will repaint the bathrooms with donated floral polymer paint with a 20 year anti fade and graffiti proof guarantee. The building cannot be LEED certified because it has no occupants. Tommy is looking into other types of certification. Libby said SCAD is excited to see one of their projects implemented. Rusty asked for a time-frame. Don said the project will be complete the end of January. Rusty asked for a budget and Don said he will provide one. Also, Don will make a presentation on the beach showers at the December council meeting. He said an added benefit is that we will take public bathrooms off the pumping system thus saving energy as well as water. The meeting adjourned at 6PM.
