JULY 3, 2023
The Common Council of the City of Richmond, Indiana met in a Regular Meeting July 3,
2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR LOCKE
A silent moment of prayer was held for two police officers who died in the line of duty last
week.
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary
Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Doug Goss.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Dave Carpenter; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held June 15,
2023, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS

RESOLUTION NO. 5-2023 —A RESOLUTION AITITHORIZING 'THE .INVESTMENT
OF PUBLIC FUNDS INTO CERTIFICATES OF lAIEPOSIT PURSUANT TO
IC 5-13-9-5
The Finance Committee recommended approval.
Councilor Olu moved to adopt Resolution No. 5-2023, supported by Councilor Locke.
Upon a vote viva voce, the motion carried.

REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the M.ay 18 & 25, June 1 & June 8 meetings were accepted as presented.

SPECIAL COMMITTEES and/or ORGANIZATIONS - None
ORDINANCES ON FIRST READING
Councilor Oler moved to suspend the rules and read Ordinance Nos. 26, 27 & 28, 2023 on
first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,
the motion carried.
ORDINANCE NO. 26-2023 - AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 34-2022 KNOWN AS THE 2023 SALARY ORDINANCE (RFD)
The Clerk read Ordinance No. 26-2023 on first reading by title only.
The Finance Committee recommended approval.
Councilor Oler moved to advance to second reading and public hearing, supported by
Councilor Bumbalough. Upon a vote viva voce, the motion carried.
Mr. Carpenter spoke in favor. There being no comments against, Councilor Oler moved
for engrossment, supported by Councilor Turner. Upon a vote viva voce, the motion
carried.
Councilor Oler called for the question, supported by Councilor Bumbalough. Upon a roll
call vote, the motion carried 8-0.
ORDINANCE NO. 27-2023 — AN APPROPRIATION ORDINANCE AMENDING.
ORDINANCE NO. 37-2022 KNOWN AS THE ANNUAL COMPENSATION ANI)
BENEFITS OF RICHMOND FIREFIGHTERS (Union)
The Clerk read Ordinance No. 27-2023 on first reading by title only.
The Finance Committee recommended approval.
Councilor Oler moved to advance to second reading and public hearing, supported by
Councilor Turner. Upon a vote viva voce, the motion carried.

for engrossmatt, supported by Councilor Turner. Upon a vote viva voce, the motion
carried.
Councilor Oler called for the questions, supported by Councilor Bumbalough. Upon a roll
call vote, the motion carried 8-0.
ORDINANCE NO. 28-2023 — AN APPROPRIATION (TRANSFER) ORDINANCE
AMENDING THE 2023 BUDGET (ROSEVIEW)
The Clerk read Ordinance No. 28-2023 on .first reading by title only.
The Finance Committee recommended approval.
Councilor Oler moved to advance to second reading and public hearing, supported by
Councilor Parker. Upon a vote viva voce, the motion carried..
Mr. Carpenter spoke in favor. There being no comments against, Councilor Parker moved
for engrossment, supported by Councilor 1..3tunbalough. Upon a vote viva voce, the motion
carried.
Councilor Olci called .for the questions, supported by Councilor Engle. Upon a roll call
vote, the motion carried 8-0.

CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, supported and passed, the meeting
was adjourned.
