HomeMy Public PortalAbout08-03-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF 'RICHMOND, INDIANA, AUGUST 3, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Kevin Smith; EMS Deputy Chief Hank Dennis; Major Aly Tonuc; Tracy Bosell, Street Commissioner; Imani Murphy, Director of Human Resources and Compliance; Bill Henry, Code Enforcement; Assistant Fire Chief Joe Buckler; Greg Stiens, Director of Public Works and Engineering; and Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of July 27, 2023 supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT - None PAYROLL CLAIMS FOR PAYMENT - None PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None REQUESTS • HANDICAP SIGN RENEWAL 526 South 6th Street Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • STREET CLOSURES Family Day Outing Board of Works Minutes August 3, 2023 Primex Plastics on September 23, 2023 from 9:00 a.m. to 3:00 p.m. they are requesting that North "F" Street be closed from North 12th Street east to North 15th Street. They are also asking for the closure of North 13th Street from North"F" Street to just north of their grass lot behind their Plant parking lot. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Bike TOURberfest On September 30, 2023, 8:00 a.m. to 10:30 a.m. they are requesting street closings and traffic control. Traffic control request is for Waterfall Road 9:00 a.m.. to 10:30 a.m., Union. Pike 9:00 a.m.. to 9:45 a.m., Industries Road from 9:00 a.m. to 9:45 a.m. during crossing. The closure of South 2"d Street between Wayne County Division of Family Services and Well Care Health from 8:00 a.m. to 9:00 a.m. Their request is also for the closure of South lst Street and South 2"d Streets from 8:00 a.m. to 9:00 a.m. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Beth Fields, Director of Strategic Initiatives —Historical Marker On Saturday, August 26, 2023 from 9:00 a.m. to 4:00 p.m. the request is for the closure of the Main Street Bridge, beginning at the bridge deck on the east end of the Bridge and end. at the intersection of the Bridge and NW l Street, for the placement of a historical marker for Dr. Mary Thomas at the grassy area at the west end of the Bridge. The unveiling ceremony will be at I.:00 p.m. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 134-2023 —PEDIACTRIC EMERGENCY STANDARDS INC The City retains Contractor to provide professional consulting, training, licensing, and medication management software implementation services to the Fire Department for its Community Paramedicine program and specifically for a Handtevy pediatric system of care which combines technology and documentation customization and integration, durables (DME), and education allowing healthcare professionals to confidentially treat pediatric patients. SAFETY SYSTEMS The City retains Contractor to furnish and install emergency lighting, cage partitions, consoles, siren systems, accessories, and related equipment for four (4) new police cars recently purchased by the Police Department. Not to exceed $.15,996.69 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 140-2023 —HOOSIER EQUIPMENT LLC The City retains Contractor to furnish two (2) Titan Leaf Pro Vacuums for the Street Department. Not to exceed $152,706.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 142-2023 —ALMAGATED TRANSIT UNION LOCAL 1.474 There were a few changes in the contract. This contract will be in effect until December 31, 2026. Some the changes including probationary periods, part-time drivers, wage increases and longevity calculations. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 143-2023 —B&B CONSTRUCTION OF RICHMOND, INC. The City retains Contractor to perform services in connection with the demolition of 538 North 1.9th Street (House) deemed by the Richmond Unsafe Building Commission to be unsafe. Services shall include demolition, removal of debris, and restoration of the site. Not to exceed $11,500.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce„ the motion carried. • CONTRACT NO. 1.44-2023 — HOOSIER FIRE EQUIPMENT INC. The City retains Contractor to furnish and provide various specified equipment including, but not limited to, hoses, adapters, and accessories for the new fire truck for the Fire Department. Upon a vote viva voce, the motion carried. • CONTRACT NO. 145-2023 —DONLEY & ASSOCIATES INC. The City retains Contractor to furnish and provide eight(8)new MSA G I SCBA apparatus units and eight (8) new GI SCBA mask units for the Fire Department, which Equipment must be approved by the National Institute for Occupational Safety and Health("NIOSH"). Not to exceed $79,774.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 146-2023 —APPARATUS SERVICES The City retains Contractor to provide services in connection with the installation, flow testing, and associated firmware updates of sixty-four (64) units of the MSA fleet for conversion with the Fire G1 ExtendAire II System Conversion Kit with the Universal Emergency Breathing Safety System (UEBSS) 2018 edition NFPA-compliant fitting for the Fire Department. Not to exceed$2,688.00 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 111-2022 — RICHMOND POWER & LIGHT The City and RP&L entered into Contract No. 111-2021 on October 7, 2021, which Agreement is a RP&L Reimbursement Agreement for services to be provided by RP&L in connection with the Complete Streets Loop Project. The Parties wish to amend the Agreement to increase the total payment amount to $258,631.31 from $213,951.81 and moving it out over two years. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
