HomeMy Public PortalAbout08-07-2023 • PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 7, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting August 7, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR TURNER President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Dustin Purvis, Zoning Administrator; Emily Palmer, Controller; Tracy McGinnis, Deputy Controller; Tracey Phillips, Director of Information and Technology; Beth Fields, Community Development Coordinator; Lucas Benedict and Liam Mathews, Boy Scout Troop 100; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held July 3, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • A prayer vigil will be held on September 8, 6:00 pin on the South steps of the City Building to honor fallen Police Officer Seara Burton. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the meetings of June 15 &29,July 6, 13 & 20,2023 were accepted as presented. . ` Common Council Minutes Page 2 of 3 REPORTS FROM DEPARTMENTHEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORG ANIZATIONS None ORDINANCES ON FIRST READING Councilor Olter moved to suspend the rules and read Ordinance Nos. 30 and 37-2023 on first reading by title only, supported by Councilor Goss. Upon a vote viva vocc, the inotion ORDINANCE NO. 30-2023 — AN APPROPRIATION ORDINANCE AUTI-IORIZINC THE CITY OF RICHMOND TO RECEIVE DONATIONS (Airport) The Clerk read Ordinance No. 30-2023 on first reading by title only. The Finance Committee recornmended approval. Councilor Bumbalough moved to advance to second reading and public hearing, supported by Councilor Oler. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 30-2023 on second reading by title only. There being no comments for or against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion can-led. Councilor Goss called Ior the question, Supported by Councilor Oler. Ordinance No, 30-2023 was adopted with a 9-0 roll call vote. ORDINANCE NO. 37-2023 — AN APPROPRIATION (TRANSIER) ORDINANCE AMENDING THE 2023 BUDGET (IT) The Clerk.read Ordinance No. 37'2O23 oil first reading by title only. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 30-2023 was adopted with a 9-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 22-2023 — A GENERAL ORDINANCE AMENDING CHAPTER 154: UNIFIED DEVELOPMENT ORDINANCE The Clerk react Ordinance No. 22-2023 on second reading by title only. Councilor Goss moved to table Ordinance No. 22-2023 until August 28, supported by Councilor Wright. Upon a roll call vote, the motion carried with an 8-1 vote. Dissenting was Councilor Turner. MISCELLANEOUS BUSINESS Boy Scouts from Troop 100, Liam Mathews reviewed his Eagle Scout Project and Lucas Benedict was present to help his quest for his Communications badge. CALL FOR ADJOURNMENT There being no further business,on a motion duly made,supported and passed, the meeting was adjourned.
