HomeMy Public PortalAbout08-17-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICH:MOND, INDIANA, AUGUST 17, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Kevin Smith; Assistant Fire Chief Joe Buckler; Police Chief Mike Britt; Bill Henry, Code Enforcement; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of August 10, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for August 18, 2023 in the amount of Two Hundred Fifty Eight Thousand Six Hundred Eleven Dollars and seventeen cents ($258,6111.17), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR:PAYMENT - None PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None REQUESTS • NEW HANDICAP SIGN 400 North 22"d Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • STREET CLOSURES "E" Street Pub's Customer Appreciation Day Date: September 30, 2023 Time: 9:00 a.m. to 11:45 p.m. The request is for the closure of a portion of Elm Place, between North 8 ' Street to the North 9th Street Bridge overpass. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Deloney Family Cookout Date: August 19, 2023 Time: 9:00 a.m. to 12:00 a.m. The request is for the closure of the areas between North 1.1'1' and 121h Streets on North"G" Street during this time. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Culy Construction Date: Starting August 21, 223 Time: 6:00 a.m. to 6:00 p.m. Dailey Jon Zigler of Culy Construction is requesting a road closure of North E Street from North 8th Street to North 10th Street. The closure will begin on August 21, 02023 and will be from 6:00 a.m..to 6:00 p.m. daily for an estimated 2 to 4 weeks. This closure is necessary to move Indiana American Water lines for the construction of the new bridge. The roadway will be open and passable each evening after 6:00 pm. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried.. BID OPENINGS - None BID AWARDS - None CONTRACTS Board of Works Minutes August 17,2023 • CONTRACT NO. 147-2023 —DONLEY & ASSOCIATES INC The City retains Contractor to furnish and provide sixty-four (64) MSA Fire GI ExtendAire 11 System Conversion Kits with Universal Emergency Breathing Safety System (UEBSS) 2018 edition NFPA-compliant fittings the Fire [)epartment, which Equipment must be approved by the National Institute for Occupational Safety and Health ("NIOSH"). Not to exceed $50,867.20 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 148-2023 —RYAN'S FLOORING SALES AND SERVICE The City retains Contractor to provide services for the furnishing, pre-preparation, and installation of new flooring in the Police Department squad room and squad office, all areas being located in the Richmond Municipal Building. Not to exceed $4,590.95 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. :152-2023 — COX EXCAVATING PLUS LLC The City retains Contractor to perform services in connection with the emergency demolition of certain structures located at 212 South l.3th Street. Services shall include demolition, removal of debris, and restoration of the site. Not to exceed $13,300.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS - None • ADDENDUM NO. 2 TO CONTRACT NO. 138-2022 - TOUCHPHRASE DEVELOPMENT, LLC, D/B/A/JULOTA The City wishes to continue to retain Contractor to continue to provide services in connection with furnishing, developing, and/or installing an interface and communication program to be compatible with the Julota Platform Software which has been installed for the Fire Department for its Community Paramedicine program. Not to exceed $40,676.00 Ms. Palmer moved to approve, supported by Mr. Evana. Upon a vote viva voce, the motion carried. Board of Works Minutes August 17, 2023 RESOLUTIONS -None PETITIONS - None MISCELLANEOUS • ESTABLISHING A NEW HIRING LIST FOR THE FIRE DEPARTMEN Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. ADJOURNMENT After a motion was dilly made, the meeting was adjourned. ,.
