final minutes
Members Present: Freda Rutherford, Mallory Pearce, Karen Kelly, Don Ernst, Rusty Fleetwood, Judy
Miller, Sandy Major, Libby Bacon, Lisa Callahan, Frank Kelly, & Tommy Linstroth
Members Absent: Pat Locklear
Guests: Jason Buelterman- Mayor, Paul Wolff-Council & Eric Curl – Savannah Morning News
Rusty Fleetwood called the meeting to order at 4:00 PM. He said that that Pat couldn't be here and
Mallory would be late.
MINUTES
Freda moved, Judy seconded, to approve the minutes from the September meeting with a correction to
state that the by-laws were approved with the exception of Article 3, Section 7 regarding staffing by the
City. All approved.
Freda moved, Lisa seconded to take up approval of Article 3, Section 7 at the November meeting.
Rusty commented that the by-laws do not allow council members to serve as ex officio. After
discussion it was decided to recognize Tybee elected officials as guests. All approved the motion.
HOUSEKEEPING
Rusty said that he has an agreement with Diane that Chantel Morton will take the minutes for the
committee. He also proposed various meeting days and times to accommodate members' schedules.
Lisa moved, Mallory seconded, to meet at 4:30 on the third Monday of each month. All approved.
WATER FAIR
Judy reported on the Water Fair committee. She handed out a list of tasks assigned to members.
Additionally, she presented a floor plan for the gym. There will be 20 organizations participating and
hours from 10:00 – 4:00 on January 22nd. Paul said the city would waive all fees but that we can charge
vendors. Paul proposed $20.00. Libby suggested a subsidiary ledger be set up for the committee on the
city's books. Freda proposed charging $25.00 (the same cost as a permit) to cover the door prize and
clean-up and waive the fee for non-profits. Sandy suggested set-up outside for native plants. Karen said
we want to feature the condensation containers outside the gym. Judy said the Water Fair committee
will meet Friday and consider these suggestions.,
DRAFT GOALS
Rusty opened the discussion by suggesting that that the mission of “reducing greenhouse gases by
20%” be replaced with something more comprehensible. Tommy presented the goals. Freda asked how
we measure greenhouse gases. Tommy said we do an audit then look at the combined impact each
week. Paul proposed, “Reduce our environmental impact” as a mission statement. He said that
Chatham County got a grant to measure baselines, i.e. electric use, miles driven, water used, etc.
Tommy said there is a soft ware program -ICLEI. Paul said Tybee is a member of ICLEI and we can
use his password. Libby asked if Georgia Power could provide the data. Tommy responded that we can
get it from them. He said he will head up the data collection. He added that Savannah is only focusing
on government; we need to include the community. We also need to look at transportation, green space
and solid waste.
Rusty said we need a Saturday morning workshop to hammer out individual pieces of each goal. Freda
moved, Mallory seconded, to approve goals and to continue to work on mission statement. Rusty said
we need to be conscious of the entire political spectrum on Tybee in order to continue the work of the
committee after the election and to be successful. He cited the water problem as something that needs
immediate attention. All voted to approve the goals and continue to work on the mission statement.
The workshop was scheduled for Saturday, November 13th, 9:00 – 12:00. Tommy will lead the
discussion.. Freda will check on room availability the old school.
COMMITTEE ASSIGNMENTS
Rusty said there are preliminary assignments. Many are working on the Water Fair. He has asked Pat to
look into the threats to Tybee's water supply. Mallory is helping. Freda said we need to investigate
Savannah's industrial water use. Lisa took the contact information. Rusty said he also has made the
following assignments:
Green space: Mallory, Libby & Karen
Solid Waste: Karen & Frank
Energy: Rusty & Freda
Transportation: Don
OLD BUSINESS
Freda appealed for a graphics person. Mallory volunteered to do it.
Libby said we needed a GIFA Grant workshop. Paul said he will add to the November workshop. Also
he will send out the grant application. Freda said she sensed a lot of resistance by council at the last
meeting.
Lisa inquired if anyone is interested in a bio gas workshop. The response was positive.
Sandy passed out the results of the brainstorm session at the last meeting.
The meeting adjourned at 5:00.
