Minutes: Monday, December 20, 2010
ATTENDANCE:
Libby Bacon, Lisa Callahan, Frank Kelly, Karen Kelly, Rusty Fleetwood, Pat Locklear, Sandy
Major, Judy Miller, Freda Rutherford, Brad Sherman, Paul Wolff
CALL TO ORDER:
Rusty called the meeting to order at 4:35pm.
MINUTES FROM THE NOVEMBER 15 MEETING:
Pat made the motion to approve the November 15 meeting minutes. Judy seconded the motion.
All members in attendance approved.
COMMITTEE REPORTS:
Water Committee –
Water Fair
Judy delivered an update to the committee regarding the Water First Fair. Thus far, she has ten
(10) vendor applications. There is room for more than twenty (20) booths and three (3)
workshops. Two potential workshops include Jackie Teal and Savannah College of Art and
Design. Karen commented that responses may be slow due to the holidays. Karen confirmed
that she will contact Tybee Island Plumbing. Brad mentioned that Savannah Tech may be
interested in doing a workshop. Libby confirmed press releases are being sent out and posters
will be posted after Christmas. Pat suggested Libby contact Michael Sullivan. Judy submitted a
City Council agenda request for the Fair. Rusty and Frank agreed to assist Judy in hanging the
banner on the Pier Tuesday. Sandy suggested that the water bills contain the Fair information.
Diane will talk to Nalene and Sandy will call her to find out if it is possible.
Beach Showers
Don reported that Savannah College of Art and Design is putting together workdays. They are
looking for donations, which Karen is assisting. Brad confirmed he is talking to Chris regarding
the design. Karen, Don and Brad are on this committee.
Water Resource Task Force
Rusty and Lisa have been looking at Saltwater Intrusion. Bill Garbett and Lisa have been in
discussion as well. Lisa commented that the conclusion is that there is no way the city will
escape saltwater intrusion. Hilton Head Island is already behind with geologic events
happening. Lisa suggested looking at Hilton Head Island’s ideas in conjunction with her data
and present solutions to City Council in the spring. Discussion among the committee took place
regarding the aquifer and conservation efforts to be proactive now.
Energy –
Freda inquired about the City’s energy usage based on information she received from Mary
Hogan. She would like a graph to be done similar to the graph the Green Team presented to
City Council regarding their recycling. Chantel will email the committee a copy of the graph Jan
prepared. Rusty suggested an energy subcommittee be put together and they work through
Diane to meet with Mary. Libby and Frank will join Rusty to work on this committee. Freda and
Brad will also assist. It was agreed that strategies need to be developed.
Transportation –
Frank reported that baseline information needs to be gathered regarding city vehicle gasoline
usage and the potential of biodiesel use. Ed Hoffman has been contacted regarding the use of
restaurant oil recycling. Frank has various scenarios for the Carrying Capacity Study.
Solid Waste –
Karen commented that a location for commercial recycling needs to be located. Paul and
Chantel confirmed there have been meetings with WastePro and options are being considered.
Paul confirmed a glass crusher is still on the horizon. He stated that City Council budget
workshops begin in March.
Green Space –

NEW BUSINESS:
Staff contacts for information –
All requests the Community Resource Committee has for city staff should flow through Rusty so
that he can talk with or email Diane. Tybee Island City Manager, Diane Schleicher, discussed
the City’s Green Team role with Sustainable Georgia and their purpose. The Green Team was
formed as a bottom up approach for employees to represent departments within the city to
work on modules within the Sustainable Georgia’s Bronze level awards in order to get the
program off the ground and sustain the program. The employees build on projects each year
for success and excitement within their departments. Chantel Morton is the Chairperson of the
Green Team and was asked to take the minutes for the Community Resource Committee in
order to help with communication and avoid duplication of efforts. Chantel gave a report to the
Committee about the Green Team’s track and progress thus far.
Carrying Capacity –
Lisa provided an in-depth review of her research regarding carrying capacity. Members of the
committee received a handout with details. Carrying capacity can be viewed and considered as
what can the population can live with the least and the most. Living factors include green
space, nonliving factors, quality of life choices, and energy needs. In conclusion, setting the
parameters for carrying capacity is extremely difficult and multifaceted.

Lisa made a motion to adjourn the meeting at 5:45pm. Pat seconded the motion. The motion
was unanimous.
