HomeMy Public PortalAbout09-20-18cSEPTEMBER 20, 2018 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 p.m., Thursday, September 20, 2018, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Mayor Daniel J. Reiman Council President Dennis DiMascio Councilmember Vincent Bellino Jorge Diaz Ajmar Johal Randy Krum Susan Naples Also noted present were Kathleen M. Barney, Municipal Clerk & Robert J. Bergen, Esq., Law Director. The Municipal Clerk stated that the 2018 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 28, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 5, 2018. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance by Councilmember Krum. Upon MMS &C by Councilmembers Diaz and Johal and unanimous affirmative vote of the full Council present, the Minutes of September 6, 2018 were approved as transcribed and engrossed by the Clerk. COUNCIL MEETING ROLL CALL NOTED PRESENT STATEMENT OF MEETING NOTICE SILENT PRAYER / PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES 1 ;EPTEMBER 20.2018 'ONT. The clerk stated that Ordinance #18 -15 was introduced and adopted on First Reading on September 6, 2018. It was duly published in The Star Ledger on March 14, 2018 with notice that it will be considered for final passage after Public Hearing to be held on September 20, 2018 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. 'UBLIC HEARING OPEN Upon MMS &C, by Councilmember Diaz and Naples and Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. There being no further comments or objections to the Ordinance, 'UBLIC HEARING Mayor Reiman declared the Public Hearing to be closed, upon 'LOSED MMS &C, by Councilmembers Diaz and Bellino and unanimous Affirmative vote of the five (5) Councilmembers present. ADOPTED was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum & Naples voted in the affirmative APPROVED AND ADOPTED: September 20, 2018 INTRODUCED: September 6, 2018 Advertised as Adopted on First Reading with notice of Public Hearing: September 11, 2018 Hearing Held: September 20, 2018 Approved by: Mayor Daniel J. ORDINANCE #18 -16 "AN ORDINANCE TO ORDINANCE #18 -16 AUTHORIZE THE "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL ACQUISITION OF PROPERTY WITHIN THE BOROUGH OF CARTERET" CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum & Naples voted in the affirmative ADOPTED APPROVED AND ADOPTED: September 20, 2018 INTRODUCED: September 6, 2018 Advertised as Adopted on First Reading with notice of Public Hearing: September 13, 2018 Hearing Held: September 20, 2018 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: September 26, 2018 A copy of each Resolution was placed on the table for public review PUBLIC PORTIONS ON prior to the meeting in accordance with the Rules of Council and Upon RESOLUTIONS / AGENDA MMS &C, by Councilmembers Diaz and Bellino and unanimous ITEMS AND NEW BUSINESS affirmative vote of the full Council present, the meeting was opened for public input on all Resolutions / Agenda items and new Business. SEPTEMBER 20, 2018 CONT. PUBLIC PORTIONS There being no comments or objections to the Resolution / Agenda CLOSED items or New Business, Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Council present, the public portion of the meeting was closed. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. PAYMENT OF BILLS Upon MMS &C by Councilmembers Diaz and Bellino all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. REPORTS COMMITTEES: BUILDING & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz reported progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum reported progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairman Bellino said we had Ethnic Day over the weekend and the Carnival and the Car Show was very successful. The comments from people outside of town were phenomenal and they said they don't get these things in their town. Marvelous fireworks display, one of the best we have seen. Continued progress. POLICE — Committee Chairman Naples reported we have several Class II Officers that were hired full time after intense training and will be on the roads soon as Certified Police Officers. A SEPTEMBER 20, 2018 CONT. PUBLIC WORKS —Committee Chairman DiMascio asked if there was an ordinance we can pass regarding blowing the cut grass into the streets. Mayor Reiman stated there are Ordinances for that. He said he has MAYOR REIMAN seen instances where they fine the lawn services on it however, we have to identify the lawn care companies. Councilmember DiMascio asked if we have a list of the lawn care COUNCILMEMBER DIMASCIO companies in town. Mayor Reiman stated we have a list of the ones that are registered with MAYOR REIMAN the town Councilmember DiMascio asked if we can just send them all a letter. Mayor Reiman stated that if we can identify them then sure, but MAYOR REIMAN inevitably there are going to be companies that don't do it. Councilmember Dimascio stated that there is a service on Sycamore, COUNCILMEMBER they blow grass into the street, I don't see who does. DIMASCIO Law Director Robert J. Bergen Esq. stated they will work on a letter with LAW DIRECTOR ROBERT J. the maintenance department and get a letter out to as many lawn care BERGEN, ESQ. companies as we can. BOARD OF EDUCATION — Committee Chairman Naples reported that school opened with a great start. She said she was impressed at the improvements made in 18 months. She spoke about the full day Preschool program where we are using Holy Family School. After no further discussion, upon MMS &C by Councilmembers Diaz and Johal and unanimous affirmative vote of the full Council present, the meeting was Adjourned at approximately 6:08 P.M.
