RESOLUTION NO. 7-2023
WHEREAS, The Board of Sanitary Commissioners(hereinafter"Board")for the Richmond Sanitary District
(hereinafter "RSD") is assigned, arid charged with, arid is responsible for the annual collection
of leaves for the City of Richmond, Indiana (hereinafter"City"); and
WHEREAS, 'The Street Department of the City (hereinafter"Street Department") arid not the RSD, has, for
nouoy year, used its employees and equipment to annually clear Richmond's streets and sewer
ln|c<s of leaves, thereby reducing the cost QSU vvou|d have incurrcd were it to do the |ouf
co||eodoc with its own employees and equipment; arid
WHEREAS, Tile BoandofK3U hc|icvcs it is in the best interests of the Board o[KSD and the Common
Council (hereinafter"Council") of the City for the Board of RSD to pay the Street Department
forthe Street Department's work for its leafcollection work on behall'of RSD(hereinafter"Leaf
Collection Payment Program"), with said payment to be made to the Street Department's Motor
Vehicle 0ighvvay fund (hereinafter°MVFl"); and
VV|lEkE/\5, The Board of RSD Would approve an appropriation of tile arTIOUnt of$536,536.12 for the 2024
budget year arid woo|d approve of that suooe locked amount to be budgeted by Council Within
tile respective 2025 arid 2OZ6 budgets oF the City and ALSD; and
WHEREAS, 'The board ufKSD approves entering into with Council of City said Leaf Collection Payment
Program for each year of the 2024, 2025, arid 2026 budget years, wherein the payment for each
year are based upon the estimated cost o(the equipment used, noiacc||ooeous expenses, arid the
payment oF wages of Street Department employees iodo tile Cdy`s annual leaf collection, in
order for the City to subsequently make yearly payment of ihnao funds to the City Street
Department MVHaccount.
NOW, THEREFORE, BE11` RESOLVED by the Board of the Sanitary Commissioners ofthc Sanitary District
of Richmond, Indiana, which said Board, having reviewed arid discussed the Whereas sections set forth above,
now approves entering into a Leaf Collection Payment Program with the City of'Richmond, Indiana, as set forth
