COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE NO. 42-2023
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT
FROM THE WAYNE COUNTY FOUNDATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal
government or any other source,and said documents are prepared and executed
by the City executive administration, provided that the Common Council of
the City of Richmond as the legislative body of the City approves an ordinance
for the appropriation of any monies received in accordance with IC 36-4-6-18;
and
WHEREAS, The Wayne County Foundation has grant funding available through its 2023
Grant Cycle III; and
WHEREAS, The City of Richmond Sanitary Department desires to submit a grant
application to obtain funds that will be used to procure a waste audit to
determine landfill diversion opportunities; and
WHEREAS, No match is required to be provided through the City of Richmond Sanitary
Department Solid Waste Funds. However, the audit has a proposed cost of
Fourteen Thousand Dollars and Zero Cents ($14,000.00), with which the
District is prepared to pay the amount above the Ten Thousand Dollars and
Zero Cents ($10,000.00) potential grant.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, as follows:
1. The City of Richmond, Indiana, in accordance with IC 36-1-4-10, has submitted or
will submit a gran:application to the Wayne County Foundation for its 2023 grant application
year.
2. The City of Richmond through its Sanitary Department (Solid Waste Funds), is
authorized to accept said grant funding in an amount of up to Ten Thousand Dollars and Zero
Cents ($10,000.00).

3. Said grant funding shall be used to procure a waste audit of all the District's
residential solid waste routes to obtain information on materials potentially diverted from the
landfill by the Richmond Sanitary District.
