HomeMy Public PortalAbout08-21-2023 • PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF 'RICHMOND, INDIANA, AUGUST 21, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting August 21., 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR BUMBALOUGH President Cappa called the meeting to order and the Ibliowing business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickrnann, Corporate Council; Karen Chasteen, City Clerk; Beth Fields, Community Development; Dustin Purvis,Zoning Administrator; Emily Palmer, Controller; Tracy McGinnis, Deputy Controller; Denise Retz, Parks and Recreation Superintendent; Claudia Edwards; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held August 7, 2023, supported by Councilor Goss. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Three new Police Officers have been sworn in • Nine new Firefighters have graduated from the Fire Academy • The First Annual Seara Burton Challenge which includes a 5K Run will be held September 3. The proceeds from this event will be given to the Seara Burton Scholarship Fund. Common Council Minutes August 21,2023 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the July 27 and August 3, 2023 meetings and were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No. 38-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 38-2023 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2023 BUDGET (PARKS) The Clerk read Ordinance No. 38-2023 on first reading by title only. Councilor Oler reported the Finance Committee recommends approval. Councilor Oler moved to advance Ordinance No. 38-2023 to second reading and public hearing, supported by Councilor Turner. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 38-2023 on second reading by title only. President Cappa declared Ordinance No. 38-2023 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce the motion carried. Councilor Locke called for the question, supported by councilor Engle. Ordinance No. 38-2023 was adopted with a 9-0 roll call vote. 8/29/2023 2:21 PM I Common Council Minutes August 21, 2023 Page 3 of 3 ORDINANCES ON SECOND READING ORDINANCE NO. 22-2023 — A GENERAL ORDINANCE', AMENDING CHAPTER 154: UNIFIED DEVELOPMENT ORDINANCE The Clerk read Ordinance No. 22-23 on second reading by title only. Mr. Purvis clarified the sections of the Proposed 2023 UDO Updates relative to Addiction Treatment Facilities and Outdoor storage areas. Councilor Tuner moved to include the Advisory Plan Commission's recommended amendments to Article 5.59(A)2 and Article 5.94(a)1, supported by Councilor Parker. Upon a vote viva voce, the motion carried. President Cappa declared Ordinance No. 22-2023 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Turner called for the question, supported by Councilor Bumbalough. Ordinance No. 22-2023 was adopted with a 9-0 roll call vote. CALL FOR ADJOURNMENT There being no further business, on a motion duly made, supported and passed, the meeting was adjourned.
