Re:2024 Budget Ordinances
Attached for your review are several ordinances relating to the 2024 Budget. Below is a summary of each
ordinance:
31-2023 An Appropriation Ordinance to be known as the 2024 Budget
Ordinance 31-2023 is the 2024 Budget Ordinance. The 2024 Budget was advertised on Gateway as
required by the Department of Local Government Finance on September 7. This provided the ten (10) day
in advance publication requirement Public Hearing, which should be held this evening. The budget cannot
be formally passed until ten (10) days following tonight’s Public Hearing.
32-2023 An Appropriation Ordinance Fixing the Annual Compensation of All Elected City Officers
for 2024
Ordinance 39-2021 is a Salary Ordinance, setting the salary for all elected officials. The proposed salaries
include a 4% pay increase for RP&L Board salaries. The City did not give pay increases for 2024.
33-2023 An Appropriation Ordinance to be known as the 2024 Salary Ordinance
Ordinance 33-2023 is a Salary Ordinance setting the salaries for civilian employees. This ordinance
includes both union and non-union employees. All union position salaries are set at levels agreed upon in
the applicable collective bargaining agreements. There will be no pay increases for non-union employees
in 2024. Salaries for AFSCME include a 2nd step towards market rate as determined by the City’s salary
survey and agreed upon in their collective bargaining agreement.
34-2023 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond Police
Officers
Ordinance 34-2023 sets the base salary for ranks within the Richmond Police Department. At this time an
agreement has not been reached with the collective bargaining unit, so there are no pay increases
proposed in this ordinance.
35-2023 An Appropriation Ordinance to be known as the Sanitary District 2024 Salary Ordinance

Ordinance 35-2023 is a Salary Ordinance for the Richmond Sanitary District. This ordinance includes both
union and non-union employees. There will be no pay increases for non-union employees in 2024.
Salaries for AFSCME include a 2nd step towards market rate as determined by the City’s salary survey as
was agreed upon in their collective bargaining agreement.
36-2023 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond
Firefighters
Ordinance 36-2023 sets the base salary for ranks within the Richmond Fire Department. The proposed
base salaries were agreed upon in the 2023 collective bargaining agreement at a 1.5% increase for 2024.
