ADDITIONAL AGENDA ITEMS Moved by Heideman, seconded by Mitchell to discuss the following additional items: Tax Increment Accessory building ordinance Doug Theis, Variance resolution Motion declared carried 2. MINUTES OF DECEMBER 17, 1985 Moved by Heideman, seconded by Scherer to accept minutes of December 17, 1985 as presented. Motion declared carried 3. HENNEPIN COUNTY PARK RESERVE DISTRICT Bob Wicklund, Centeral Division Manager of the Department of Operations, for the Park Reserve District, presented information and a slide presentation of the operations and facilities available in the park system. He stated that they had, acquired all of the land that they intend to, exceptfor those properties already committed to the district. He stated thaty they are now in the dev- opment and use stage of their program with new headquarters in Plymouth and the house in Medina being used for offices and the barn for a nature center and training area. He explained that there had been 2 million users in 1985 and that they would like to increase usage to 3 million in 1986. 4. DWIGHT SJOBERTG, AMERICAN RISK MANAGEMENT Dwight Sjoberg explained that they had submitted three different proposals for audit of city cities insurance risk and policies. He explained the work that would be done under each proposal and that their clients have saved as much in insurance premiums as fees paid to their firm. Council discusssed alternate proposal from William Husbands and agreed to discuss his proposal with him and invite him to attend a Council meeting. 5. HUNTER TRAIL PARTNERSHIP, SPECIAL ASSESSMENT PUBLIC HEARING, 8:15 P.M. Richard Schieffer explained that the purpose of the hearing was to consider assessments on three additional lots at a cost of $2200. each. He explained that these assessments were agreed upon by the owners of the property, at the time the subdivision was approved. Moved by Heideman, seconded by Mitchell to close the Public Hearing. Motion declared carried Hearing was closed at 8:20 P.M. Movedyv�H`edeman, seconded by Mitchell to adopt Resolution 86-1, levying assessments on three' otg in the Hunter Trail Partnership Development at $2200 each, for the remaining number of years as the original project. Motion declared carried 6. POLICE DEPARTMENT Basement remodeling Michael Sankey explained that he would like to construct a room in a corner of the unused basement for property storage. He stated that it would cost $500. Thomas Anderson asked if there were funds in the budget for the work. Mr. Sankey stated that there was money in the interior decorating section of the budget that could be used, depending on what the Council decided to do about the Library carpet. Moved by Reiser, seconded by Heideman to authorize expenditure of $500 for completion of a property room in the city hall basement. Motion declared carried 4 Burning Permits Wilfred Scherer asked Michael Sankey to explain reasons for the new rules regarding issuance of burning permits. Mr. Sankey stated that a representative of the PCA had questioned the existing procedures so he had prepared new rules which now require inspection of the burn area before issuance of a permit, which permit is then valid for only 10 days. Council and staff discussed the authority of the PCA and various burning situations in the city and agreed to allow the rules to remain in effect. Hickory Dr./Hamel Rd. Stop Sign Moved by Reiser, seconded by Scherer to authorize installation of a stop Sign on Hickory Dr. at Hamel Rd. Motion declared carried 7. PUBLIC WORKS DEPARTMENT Northwestern Bell Telephone Co. Moved by Reiser, seconded by SCherer to adopt Resolution 86-2, allowing Northwestern BE11 Telephone to bury cable at Mohawk dr. and Chippewa Rd. Motion declared carried Garbage Hauling Wilfred Scherer explained that they had held a second meeting with the garbage haulers on January 6th and discussed dividing the city into three sections for the purpose of licensing one hauler in each district to pick up garbage. Richard Schieffer suggested that questionair be sent of residents for input; that an ordinance be adopted and requests for proposals be submitted to haulers. Contracts would be written detailing a number of requirements. Discussion of concerns of haulers and the need for support from the residents. Robert Mitchell asked if the rules would need to be changed after the County builds a burning plant. Mr. Schieffer stated that the County Board would probably prefer the cities to devise their own system for collection. Moved by Heideman, seconded by Scherer to proceed with a garbage hauling ordinance including dividing the city into three districts with language regarding a Request for Proposals and contracts. Motion declared carried Bernice Sipe agreed to serve with James Dillman, Richard Schieffer and Wilfred Scherer on a committee to prepare a questionaire for the residents and a Request for Proposals. Soo Line Railroad Jim Dillman stated that the city was being asked to sign contracts for upgrading the Sioux Dr. and Pioneer Tr. crossings. He stated that there would be no cost to Medina. Moved by Scherer, seconded by Heideman to authorize the Mayor and Clerk to sign the contracts with the Soo Line Railroad for upgrading the Sioux Dr. and Pioneer Tr. crossings. Motion declared carried Hunter Farms Park Jim Dillman explained that they would like to tile the low area in Hunter Farms Park, during the winter, at a cost of approximately $4000. He stated that the project had been discussed by the Council at the time the tennis court project was approved. Moved by Scherer, seconded by Reiser to authorize expenditure of $4000 from the Park Fund for tiling Hunter Farms Park. Motion declared carried 8. PLANNING AND ZONING DEPARTMENT Woodlake Landfill JoEllen Hurr reported that she would be monitoring the landfill to make certain that they were in compliance with the Council resolution which denied the vertical expan- sion of the landfill. 0 Wallace Doerr, Subdivision JoEllen Hurr explained that Mr. Doerr had applied to subdivide 11 acres on the Northwest corner of his property on Hackamore Dr. She stated that there is frontage on Hackamore and that the subdivision would not be creating a landlocked parcel. She reported that Mr. Doerr had also discussed further subdivision of his property. Moved by Reiser, seconded by Heideman to authorize preparation of a resolution approving the subdivision of an 11 acre parcel from the Wallace Doerr property; with no park ded- ication fee to be paid and securing the right-of-way on Hackamore Rd. Motion declared carried Planning Commission Membership JoEllen Hurr stated that there would be two vacancies on the Planning Commission; Bernice Sipe who was no longer eligible for reappointment and Pat Headly who did not wish to be reappointed. She stated that she hoped that a number of applications would be received by the first meeting in February. Accessor Building Ordinance Amendment Moved by Reiser, seconded by Heideman to adopt Ordinance # 226, regarding Accessory Building sizes and acreage requirements. Motion declared carried J.B. Farms, Conditional Use Permit JoEllen Hurr explained that the resolution approving the J.B. Farms Conditional Use Permit contained the seventeen requirements discussed by the Council on December 17th. Robert Mitchell suggested several changes: type of outdoor lighting fixtures that would be allowed; placement of buildings 150 feet from present and futre lot lines; combination of the two parcels for tax and subdivision purposes. Moved by Heideman, seconded by Reiser to adopt Resolution 86-3, J.B. Farms Conditional Use Permit, with the amendments as suggested by Robert Mitchell. Motion declared carried Douglas Theis, Variance JoEllen Hurr explained that the variance resolution allows a 10 ft. setback for Douglas Theis to contruct a house at 5342 Hwy. 101. Moved by Reiser, seconded by Scherer to adopt Resolution 86-4, granting a 10 ft. front yard setback variance for construction of a house at 5342 Hwy. 101. Motion declared carried 9. MEDINA LIBRARY Donna Roehl explained that the County was preparing a 5 year library lease with a 90 day cancellation clause and were asking what the city would be willing to do regarding the carpeting. She stated that it would cost $200 to repair the existing carpet and approx- imately $1200 to replace. Moved by Heideman, seconded by Scherer to authorize repair the the library carpet unless a longer term committment is received from the County. Motion declared carried 10. WRIGHT HENNEPIN ELECTRIC Moved by Heideman, seconded by Scherer to authorize signature of the Off-peak Air Condit- ioning agreement with Wright -Hennepin Electric. Motion declared carried 11. MUNICIPALS WORKSHOP Moved by Reiser, seconded by Heideman to authorize JoEllen Hurr, Laura Skarda, Karen Dahlberg and Donna Roehl to attend a Communications Workshop on either February 3 or 4 at a cost of $23.00 each. Motion declared carried 12. ELECTED OFFICIALS SEMINAR Moved by Reiser, seconded by Scherer to authorize Anne Heideman to attend the Elected Officials seminar on January 24th at $80.00. Motion declared carried 6.1986 MILEAGE Moved by Mitchell, seconded by Heideman to reimburse employees for mileage at 20.5 per mile or at the current IRS rate. Motion declared carried 14. JANUARY 20 HOLIDAY Moved by Heideman, seconded by Reiser to designate January 20th as a legal holiday, with pay, in place of a "floating" Holiday. Motion declared carried 14. 1986 CIGARETTE LICENSES Moved by Reiser, seconded by Scherer to approve the following 1986 Cigarette Licenses: Don Mayer Inc., Inn Kahoots, Stop 'N Go Liquors, Big Woods Saloon, Westbound Liquors, Rolling Green Country Club, Countryside Cafe, Medina Pizza, Hamel K.O. ASSESSMENT HEARING Richard Schieffer reviewed memo regarding procedure that could be followed at the con- tinued january 21st hearing regarding objections to assessments on Hunter Dr. No., Willow Dr. No. and So. and Hamel Sewer Repair. He stated that the Council could take oral and written information from those objecting; take the information under advise- ment; secure an appraiser for the city, if they wish; and make a decision at a contin- ued meeting. Moved by Scherer, seconded by Heideman to proceed with Special Assessment hearings as suggested by Richard Schieffer. Motion declared carried 17. BILLS Moved by Heideman, seconded by Scherer to pay the following bills; Order Checks # 4405-4482 in the amount of $68,706.97 and Payroll Checks # 9000 - 9023 in the amount of $5368.55. Motion declared carried 18. 1986 SALARIES Council reviewed 1986 salaries as suggested by Mayor Anderson and decided to have employee evaluations completed by Department Heads and Council prior to establishing final salaries. 19. TAX INCREMENT DISTRICT Council discussed the need to proceed with establishing a Tax Increment district for the John Day property on Tower Dr. Moved by Heideman, seconded by Scherer to adopt Resolution 86-5, ordering a Public Hearing on February 4, 1986 at 8:15 P.M. to consider establishing Tax Increment Dist- rict 1-3.
