ROLL CALL AND CALL TO ORDER Chair Killen called the meeting to order at 1:00p.m. Committee members Coyle, Grote, and Martens answered the roll call. Chair Killen declared a quorum present. Also present were Recreation Director Baker, Councilman VanKomen, and Melanie Krumm. II. LEGACY PARK 1. Park most definitely needs a bike rack. 2. Could put a Volleyball court on South West side of the bathrooms. 3. Need stairs on the South/West end of the park by the Sportsman's. 4. Could install a pole fence along the upper perimeter and along the bottom perimeter of the steep bank area. 5. Sportsman's dumpster needs to be screened. 6. The service/delivery entrance for the Sportsman's is being used for parking and should not be. City should consider a gate and allow the Sportsman's three parking stalls. Area is dangerous as people use it for a park entrance without stairs. 7. The park needs a specific jet ski entrance/exit area to use the bathrooms. Best spot would be at the far North end of the park. 8. Cement pillars and exposed rebar running through the sand along the south west perimeter of the park very dangerous. Recommend removal. 9. Park needs more garbage cans - some where around stair cases. 10. Need to place a bollard in center of entrance of service road. Would not block flow but would prohibit illegal vehicle entry. 11. Rocks along North and West end of the pump house need to be moved South and East to the edge of service road. 12. Committee asked staff to research cost of buoys and ropes to designate a "swimming only" area. 13. Concession stand in park or pop/candy machines somewhere around service building and/or restroom could generate needed funds for park maintenance. 14. Committee would like to see the steep bank landscaped similar to the West side of Community Park. 15. committee asked staff to contact John Williamson and have him send an ordinance concerning new houses being built paying parks taxes. 16. Remove all rocks sitting in the water or right next to the water west of the pump house and replace with lots of sand to connect the two pieces of beach. III. ART ROBERTS PARK. 1. Log at end of the Dock is extremely dangerous,• someone could jump on it and be seriously hurt. City needs to inform the State Lands of need to remove. 2. Cement blocks with 3 steel prongs sticking out off the east side of dock could be dangerous. State Lands attention also needed. 3. The lake bottom needs a general clean up, especially large debrie and logs. 4. Committee would like to inform Chief Parker of youth under 18 smoking in the park. Please try to patrol. 5. Lawn needs fertilizing and overseeding it is in bad shape. 6. One bench is missing a board. 7. Could possible bring the beach up farther by removing the railroad ties and cutting the bank back at an angle and importing sand to create a beach similar to Legacy Park. 8. Old restroom next to Krahn's is dangerous and the hole created between Krahn's and the restroom is an obvious gathering spot for young marijuana smokers an also stinks like urine. The restroom building should be removed and filled in with dirt and seeded - fill the area in with park. 9. Electric pole in the middle of the park could be removed and replaced with a removable pole for special events. 10. The Art Roberts park rule sign needs to be moved up to where it can be seen. IV. COMMUNITY PARK 1. Benches need to be stained. 2. The bench on the South end of the park needs to be reset it is wobbly. 3. What is black pipe sticking up in pathway? 4. Path needs to be sterilized. V. PARK WAY BETWEEN MARINA AND NET PENS 1. Dock just south of the Net Pens boardwalk - where did it come from? Who's is it? Do they have a permit? It is in bad need of repair - dangerous. 2. Dock builders are parking by the lake. 3. This whole area could be a good beach. 4. Need to determine relationship with dock builders; terminate with proper notice. VI. NET PENS 1. Carpet and carpet stripping along edge of dock is falling apart and needs to be repaired. 2. Need a trash can at entrance. 3. Squaw fish are jumping into the Net Pens would a 2 foot height extension prevent this or does it even matter? Respectfully Submitted Kathy Killen, Chair.
