HomeMy Public PortalAbout20110118CRCMinutes.pdfCOMMUNITY RESOURCE COMMITTEE Minutes: Tuesday, January 18, 2011 ATTENDANCE: Lisa Callahan, Rusty Fleetwood, Frank Kelly, Shelly Krueger, Sandy Major, Judy Miller, Freda Rutherford, Paul Wolff CALL TO ORDER: Rusty called the meeting to order at 4:38pm. Freda commended Rusty, Frank and Ty for the Grant presentation they spoke to City Council at the meeting last week. MINUTES FROM THE DECEMBER 20 MEETING: Rusty requested that the December 20 meeting minutes reflect that during Diane’s discussion committee members that want to request information from Staff should work through Rusty. Freda made a motion to approve the December 20 meeting minutes with the correction that all requests the CRC has for city staff should flow through Rusty so that he can talk with or email Diane. Sandy seconded the motion. All members in attendance approved. COMMITTEE REPORTS: Water Committee – Water Fair Judy delivered an update to the committee regarding the Water Fair. Thus far, she has the presenter’s information and their place. A schedule will be available at the entrance of the Fair and she will email it out. Shelly offered to email her list serve. Sandy will end separate emails with information about exhibitors, presenters and the list of door prizes. Sending emails at different times is intended to continue interest. Many door prizes have been given. Discussion ensued about the distribution of the flyers and the poster contest. Judy said volunteers are needed to help with set up in the morning and tear down in the evening. There is another meeting at Judy’s home Friday afternoon. Rusty and Frank will help with hanging the poster Wednesday. Sandy discussed the cost of vendor fees, setup and cleanup. Rusty suggested a motion be made to ask the City to contribute Chris Shook’s time. Freda made the motion. Frank seconded the motion. Rusty will email Diane. Judy confirmed Michael Bodine will be videotaping during the Fair. Libby is going to WTOC on January 24 for a 4 -minute interview. Paul confirmed Mary Landers is doing an article in the Savannah Morning News. Rusty confirmed with Judy that Libby is handling the PR. He asked Judy to remind Libby to copy the city with the PR schedule and to copy him. The poster contest is being advertised. The water glass contest is coming together. Karen and Lisa are preparing the materials. Sandy would like to include a painted large water glass as a prize. Beach Showers Don and Tommy were not at the meeting to review. Rusty reviewed the points that came up at the Council meeting with the committee. Council did approve the resolution to go for the grant and it was delivered to DNR the following day. Situations need to be addressed prior to finding out if the grant is awarded in spring. Freda expressed the need to provide an explanation to the public about what is a demonstration effort / project. Lisa suggested that one example is that the water committee is trying to get the community to look at different ways to save water. A demonstration is the use of the rain barrels at the Community Garden. Frank suggested using part of SCAD’s proposal from the grant as educational information. Rusty expressed that tangible results of the beach shower project is difficult to quantify. The educational component of the beach shower project is half of the project. Rusty recommended that the committee should make an effort to address how projects can be quantified. He also reported that he recommended to Don the beach shower project have one voice, one face for PR throughout the project. Discussion ensued regarding the committee’s budget and city assistance. Chantel confirmed that vendor permits would go through her. Paul and Freda discussed including budget line items in relation to the Community Resource Committee for public outreach. Water Resource Task Force Rusty reported that he spoke with Pat. Council added Jimmy Burke to the Committee last Thursday with the expressed reason that he is going to be on the Water Resource Task Force. Paul confirmed that Jim Kennedy will be a presenter at the Water Fair. Rusty requested that members of the committee sit down to have Jim's input about the data currently available. Lisa confirmed she is researching salinity data of the aquifer. Shelly offered to assist Lisa in analyzing the data and reports. Rusty explained that Lisa is also working on an easily understood scenario to be put together in a format that can be presented to City Council. He explained that this task force is comprised of former council members and mayors and other area politicians. Short term and long term strategy necessities need to be explained. He spoke with Diane about the committee touring the City’s Water facilities to prepare. Secondarily, Rusty has been in contact with Hilton Head Island representatives. Judy said that a gentle man from Venice, FL would be willing to speak to the committee. Rusty suggested this task force be separate from the CRC in order to provide extreme long range planning for water sewer situations. Paul confirmed the Infrastructure Committee is working on this with Hussey, Gay, Bell and DeYoung to develop solutions. Lisa requested the information be provided to her regarding the pros and cons of getting water from different parts of the aquifer. Freda mentioned she would like information about the wate r that Savannah pumps from the river, IP’s involvement and the big picture of how it works and how it all fits together. Energy / (New Business) GHG Baseline Audit (combined) – Rusty gave an update that Tommy and he met to review primary task for the committee. The first is to establish a baseline greenhouse gas audit. Basically, the audit will establish a data baseline that the city will use as a comparison of energy consumption and energy uses, both on residential and municipality standpoint. This data can be put into a computer program already available to compare to other cities / regions to see how we are doing energy wise / sustainability wise. Paul passed around an informational sheet. Rusty stated that the data should be compiled by the city. Once data is compiled and computerized, Tommy will present it to the committee Mayor and City Council on the meanings of the data. Rusty requested putting someone on the committee in charge of collecting data and named Freda. Rusty suggested meeting with the City Manager to stay on top of it, in order to collect the data. Paul confirmed that the Chatham County Environmental Forum (CCEF) received money from Chatham County to set the baseline for Greenhouse Gas Emissions for each city within the county. CCEF is collecting the data. Freda will work with Tommy and Paul to make it happen. Transportation – Frank updated the committee regarding Transportation. He is planning to attend a meeting on January 24. He attended the transportation meeting with the County on Whitemarsh last week regarding alternate types of transportation. He expressed that the various groups will work together. Frank stated that he still wants to meet with city representatives to discuss transportation. Solid Waste – Karen was not at the meeting to discuss solid waste / recycling for businesses. Paul reported that a proposal is being worked on to bring in 96 gallon residential recycling carts with a card system to track weight. Progress is still being made on commercial district recycling. Green Space – N/A NEW BUSINESS: GHG Baseline Audit (see above under Committee Reports: Energy) OLD BUSINESS: Rusty discussed the committee by-laws in regards to meeting absences. Freda read the pertaining section of the by-laws. ADJOURN: Judy made a motion to adjourn the meeting at 5:44pm. Rusty seconded the motion. The motion was unanimous.
