HomeMy Public PortalAbout09-05-2023 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 5, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting September 5, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bum.balough, and Larry Parker. Absent was Ron Oler. Also in attendance were Andrew Sickm.ann., Corporate Council; Karen Chasteen, City Clerk; Police Chief Mike Britt; Tony Foster, General Manager of Richmond Power and. Light; Josh Imhoff, Community Development Coordinator; Rodney Mayse, Airport Operations Manager; Emily Palmer, Controller; Pat Smoker, Sanitary District; Valerie Shafer, Wayne County Economic Development Director; Dave Carpenter; Ann Taylor; Jerry Purcell; Justin Burket; Ron Itnyre; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held August 21, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Reminder of the Prayer Vigil in honor of Seara Burton, fallen Police Officer, on September 8, 2023 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 10 and 17, 2023 meetings were accepted as presented. • Common Council Minutes September 5, 2023 Page 2 of 3 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None ORDINANCES ON FIRST READING Councilor Turner moved to suspend the rules and read Ordinance Nos.29, 40, 41 and 42- 2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 29-2023 AN APPROPRIATION ORDINANCE AMENDING THE 2023 BUDGET (AIRPORT) The Clerk read Ordinance No. 29-2023 on first reading by title only. Ordinance No. 29-2023 was put on the table until the September 18, 2023 meeting. ORDINANCE NO. 40-2023 — A SPECIAL ORDINANCE CREATING CHAPTER 63 OF THE RICHMOND CITY CODE FOR THE ESTABLISHMENT OF DESIGNATED REFRESHMENT AREAS SUBJECT 'FO FINDINGS, REGULATIONS AND GUIDELINES (DORA) The Clerk read Ordinance No. 40-2023 on first reading by title only. Ordinance No. 40-2023 was referred to the Safety Committee for due diligence. ORDINANCE NO. 41-2023 — A SPECIAL ORDINANCE DESIGNATING A DORA NO. 1 AS "DEPOT DORA" PURSUANT TO RICHMOND CITY CODE CHAPTER 63 The Clerk read Ordinance No. 41-2023 on first reading by title only. Ordinance No. 40-2023 was referred to the Safety Committee for due diligence. ORDINANCE NO. 42-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROMITIE WAYNE COUNTY FOUNDATION(RSD) The Clerk read Ordinance No. 42-2023 on first reading by title only. Councilor Parker moved to advance Ordinance No. 42-2023 to second reading and public hearing. There being no comments against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 42-2023 was adopted with an 8-0 roll call vote. ORDINANCES ON SECOND READING None MISCELLANEOUS BUSINESS None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, supported and passed, the meeting was adjourned.
