MINUTES
7-6-92
I. ROLL CALL AND CALL TO ORDER
Chair Killen called the meeting to order at
12:00noon. Committee members Martens, Grote, Coyle, and
Scott answered the roll call. Chair declared a quorum
present. Also attending were Administrator Schmidt,
Recreation Director Baker, Angela Colton and Sheral
Hickman.
II. JAZZ FESTIVAL IN MILL PARK AND E. LAKE STREET
CLOSURE FOR FOOTLOOSE.
After committee discussed parking, Gelespy
easement, alcohol in Mill Park, hours of street closure
and park reservation, music in parks, insurance, trash
services, restroom facilities, security guards,
positive response from Jim Hardy at Sports Marina and
noise issues which could interfere with the music Grote
moved to recommend council issue the chamber a special
use permit for Mill Park from 5pm Friday, August 7 to
8pm Saturday, August 8 with the following conditions;
1. No vehicles be allowed in Mill Park.
2. No vehicles may cross the Gelespy easement.
3. A parking plan and alcohol plan will be
approved by Police Chief Parker through a memo to
administrator.
4. Chamber contact all property owners along E.
Lake and Brundage condominiums.
5. A minimum of six(6) portable toilets and two(2)
additional dumpsters be provided.
6. Mill Park and E. Lake Street be returned to
original or better condition.
7. Chamber contact Sheriff's department concerning
noise from boat use and possible patrols for safety.
8. Chamber contact Mr. Gelespy and advise him of
the festival.
9. Chamber pay standard fee for park reservation
which is $150.00/day, plus a $150.00 refundable damage
deposit. Total charge $300.00 + $150.00 deposit.
In addition committee recommends council issue a
street closure of E. Lake Street from Hemlock to Fir
street Saturday, August 8, from 9:00am to 8:00pm.
Seconded by Martens and the motion carried.
