SEPTEMBER 18, 2023
The Common Council of the City of Richmond, Indiana met in a Regular Meeting
September 18, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOSS
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Monica Burns, Deputy
City Clerk; Barry Cramer, Emily Palmer, City Controller; Dustin Purvis, Zoning
Administrator; Audrey Shake, Grant Administrator; Tina Conti, President of the Historic
Preservation Committee; Police Chief Mike Britt; Fire Chief Tim Brown; Tracy Bose11,
Street Commissioner; Pat Smoker, Director of Sanitation; Tracy McGinnis, Deputy
Controller; Claudia Edwards; Ron itnyre; Dave Carpenter; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held September
4, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
None
BARRY CRAMER—Advocated the inclusion of bicycle accommodations at the 1-70 /
US-40 interchange with the use of the wider "multi-use" paths rather that narrower
sidewalks. It is hope that the current planning at the 1-70 interchange can be designed to
integrate with what may be developed by the City over the next decade or two, according
to the Master Plan.
President Cappa referred him to State Representatives Jeff Raatz and Brad Barrett.

ORDINANCES ON FIRST READING
Councilor Turner moved to suspend the rules and read Ordinance Nos. 31, 32, 33, 34, 35,
36, 43 and 44-2023 on first reading by title only, supported by Councilor Goss. Upon a
vote viva voce., the motion carried.
ORDINANCE NO. 31-2023 AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2024 BUDGET
The Deputy Clerk read Ordinance No. 31-2023 on first reading by title only.
Councilor Turner moved to advance Ordinance No. 31-2023 to second reading and read by
title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
President Capita declared Ordinance No. 31-2023 on second reading and public hearing.
There being no one for or against, the public hearing was then closed.
Ordinance No 31-2023 was held until the October 2, 2023 meeting.
ORDINANCE NO. 32-2023 — AN APPROPRIATION ORDINANCE FIXING THE
ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2024

President Cappa declared Ordinance 44-2023 on second reading and public hearing.
Speaking in favor was Tina Conti who spoke on behalf of the Historic Preservation
Committee. There was no one speaking in opposition.
Councilor Parker moved for Engrossment, supported by Councilor Bumbalough. Upon a
vote viva voce, the motion carried
Councilor Goss called for the question, supported by Councilor Bumbalough.
Amended Ordinance No. 44-2023 was adopted with a 9-0 roll call vote.
ORDINANCES ON SECOND READING
ORDINANCE NO. 29-2023—AN APPROPRIATION ORDINANCE AMENDING THE
2023 BUDGET (AIRPORT)

President Cappa declared Ordinance No. 29-2023 on second reading and public hearing.
There being no comments for or against, Councilor Goss moved for engrossment,
supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.
