HomeMy Public PortalAbout09-21-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 21, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5111 Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk; Sherrie Richey, Code Enforcement; Jim Dykes, Assistant Park Superintendent; Bill Henry, Code Enforcement; Greg Slims, Director of Public Works and Engineering; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of September 14, 2023, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for September 22, 2023 in the amount of One Hundred Eighty Nine Thousand Ninety Three Dollars and forty four cents ($189,093.44), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for September 22, 2023 in the amount of Seven Hundred Eighty Four Thousand One liundred Twenty Four Dollars and eight cents ($784,124.08), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. Street Closures Tom Davis —4th Street Fair Committee Date: Friday, October 6, 2023 to Sunday, October 8, 2023 Time: Friday, October 6, 2023 3:30 p.m. to Sunday, October 8, 2023 6:00 p.m. The closure request is as follows: 1.. South "A" & 4th Streets blocked with a heavy barrier & moveable one for emergency traffic. 2. The East Side of"13" Street blocked o the west side of the alley next to Olde Richmond Inn. This allows for residences & the Inn to use the alley. 3. The West Side (.. f"B" Street blocked at 3r1 Street 4. The East Side of"C" Street blocked on the west side so the alley is accessible. S. The West. Side of"C" Street blocked on the east side so the alley is accessible. 6. The East Side of"D" Street blocked on the west side so the alley is accessible 7. The West Side of D" Street blocked on the east side so the alley is accessible 8. South "E" & 5th Streets Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. BID OPENINGS - None BID AWARDS —None CONTRACTS • CONTRTACT NO. 1.55-2023 —Al PROPERTY MANAGEMENT LI.,C The City retaim Contractor to provide services in connection with the emergency securing, cleanup of premises, and sealing and hoarding of structures at the premises located at 213 South 12th Street for the Department of Code Enforcement. Not to exceed $1,583.20 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 1.56-2023 —BOBCAT OF ANDERSON The City retains Contractor to furnish one (1) Bobcat Mini Skid Steer Package for the Department. Upon a vote viva voce, the motion carried. • CONTRACT 'NO. 157-2023 —HOME SOLUTIONS, LLC The City retains Contractor to provide services in connection with the emergency securing, cleanup, sealing and boarding of structures located at 1322 South "U" Street for the Department of Code Enforcement. Not to exceed $800.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 158-2023 —RAMSEY HOME SOLUTIONS, LLC The City retains Contractor to provide services in connection with the emergency cleanup of a property located at 415 North 18`11 Street for the Department of Code Enforcement, Not to exceed $900.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CHANGE ORDERS -None ADDENDUMS - None. RESOLUTIONS • RESOLUTION NO. 8-2023 — AUTHORIZING THE GRANT OF A TEMPORARY RIGHT-OF-WAY EASEMENT INDOT is seeking a temporary right-of-way easement from the City consisting of an approximate 41 square loot area located at the north-east corner of North 12th Street and East Main Street, The City will be compensated $1,000.00 for the temporary right- of-way. Ms. Palmer moved to approve and allow Vicki Robinson as the President of the Board along with the Mayor to sign the actual easement, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None PETITIONS - None Board of Works Minutes September 21, 2023 MISCELLANEOUS • HOLIDAY SCHEDULE FOR 2024 The Holiday Schedule has been approved by the Mayor. ADJOURNMENT After a motion was citify made, the meeting was adjourned.
