AGENDA MEETING
The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, Thursday, October 18, 2018
was held Thursday, October 4, 2018 at 6:00 p.m., Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
It Jorge Diaz
It Dennis DiMascio
It Ajmar Johal
It Randy Krum
It Susan Naples
Also noted present were Kathleen M. Barney, Municipal Clerk & Robert
J. Bergen, Esq., Law Director.
The Municipal Clerk stated that the 2018 Annual Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on the
bulletin board on December 28, 2017. Notice was published in The
Home News Tribune and The Star Ledger on January 5, 2018.
The meeting was opened with a minute of silent prayer and the Pledge
of Allegiance led by Councilmember Krum.
Upon MMS &C by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the full Council present, the Minutes of September
20, 2018 were approved as transcribed and engrossed by the Clerk.

OPEN TO THE PUBLIC A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council and

for public input on all Resolutions / Agenda items and new Business.
PUBLIC PORTIONS CLOSED There being no comments or objections to the Resolution / Agenda
items or New Business, Upon MMS &C by Councilmembers Diaz and
Bellino and unanimous affirmative vote of the full Council present,
the public portion of the meeting was closed.

Mayor Reiman read the Resolutions into the record:
1. Approval to Submit a Grant Application and Execute a Grant
Contract with the NJDOT for the Carteret Avenue Extension
Project.
2. Budget Insertion from the Municipal Alliance Program Grant.
3. Approving RCA Funding for Affordable Housing at 331 -333
Pershing Avenue.
4. Approval to Submit a Grant Application and Execute a Grant
Contract with the NJDOT for the Arts District Streetscape
Improvements Phase II Project.
5. Authorizing RFP's for Consulting Services, Police Department
Policies and Procedures update and Accreditation by NJ State
Association of Chiefs of Police.
6. Approving Final Pay Estimate & Close Out Change Order— West
Carteret Landscape, Berm & Yard Drainage Improvements

were Adopted as amended. Upon Individual Roll Call Vote ADOPTED
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the Affirmative.
Upon MMS &C by Councilmembers Diaz and Johal all bills appearing PAYMENT OF BILLS
on the prepared list, properly audited and signed, were ordered to be
paid. Upon Individual Roll Call Vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the Affirmative.
The Clerk stated that she was in receipt of the following reports: REPORTS
1. Clerk's Office —September 2018
2. Inspection of Buildings— September 2018
Upon MMS &C by Councilmembers Diaz and Krum and unanimous
affirmative vote of the full Council present all Reports were ordered to
be received and placed on file.
After no further discussion, upon MMS &C by Councilmembers Bellino ADJOURNED
and Krum and unanimous affirmative vote of the full Council present,
the meeting was Adjourned at approximately 6:01 P.M.
