Minutes: February 20, 2012
MEMBERS PRESENT:

CALL TO ORDER:
Rusty called the meeting to order at 4:28 pm.
MINUTES FROM THE DECEMBER MEETING:
Freda made a motion to approve the December 19 minutes. Judy seconded the motion.
The motion passed
unanimously. Freda made a motion to approve the January 23 minutes. Judy seconded the motion. The motion passed unanimously.
COMMITTEE REPORTS:
Water & Energy Fair – Judy
Judy
reported out on the Wind and Energy Fair. Official sign-in was 284 people but many people did not send in, and conservatively, at least 350 people attended the Fair. 30 vendors attended.
There was positive feedback from all vendors and the parking pass was very appreciated. The solar cooker was a big hit and it was suggested that this summer the CRC be present when
_____ brings it to the beach. The Fair was on WSAV featured the solar cooker and Paul Wolff gave a short interview. Thanks were extended to Judy for an outstanding job. Judy will
resign chairing the Fair next year, and CRC needs to decide if we want to have a fair next year. Perhaps next year there will be multiple chairs to spread the workload. Judy needs
a list of the silent auction donors. Certificates of appreciation will go to all of the presenters.
Beach Showers – tabled
SB401 – Don made a motion for SB401 to go forward. Judy
seconded the motion. The motion passed. Don will promote with Eric Kurl. Rust will forward to City today. A recommendation to support SB401 from the CRC will be sent to Buddy Carter.
Waste Pro
Sandy moves to recommend to the City that residential trash pick-up be performed once/week. Freda seconded the motion. Motion passed, 7 to 1.

to the City that commercial short term rentals have side door delivery twice/week between April 1st and October 31st, with one on Saturday or Sunday. Judy seconded the motion. Motion
passed, 7 to 1.
Frank will present the CRC recommendations at the Council meeting on Wednesday, January 23rd. Frank will email the motion to the rental agencies before the Council meeting.
Arts Building
Frank
will talk to Georgia Power about the energy audit for AC and usage. The “blower door” test has been done already. Frank will email Jason and Diane to see what has already been done.
Freda recommended carrying-over this discussion at the March meeting. The question was posed why has the CRC been asked to do this?
Beach Showers
Shallow wells may be installed
and the first priority will be North Beach. Don spoke with Todd Jones, Environmental Health Director for Chatham County, who said the EPD would likely approve if a sign listing the
water as non-potable were posted. Written authorization should be obtained from EPD. Don will ask George Reese on Tuesday about EPD authorization. Chatham County Health Department
will identify the septic systems present. Three pumps can be purchased for ~$1750 with one well. The well may be pumped by hand or electrically. Recommend City begins installation
of wells prior to this summer season to determine if feasible for the rest of the island, including the bridges. Infrastructure cost for North and South Beach would need to be raised
to pay for and be designated for the showers and footwash. Information should be tabulated for the cost and gallons available and given to the Infrastructure Committee and Council before
the new budget is voted on. Rusty will submit to try to get this subject on the January 23rd agenda. Infrastructure is meeting March 1st, Paul Wolff will put it on the agenda.
CRC
Terms
Fixed and staggered terms were drawn. CRC currently has 15 members, and four members are not in compliance, having missed two or more meetings without informing of absence.
Water
Rates
Tybee Island has one of the lowest base tier rates for water users, and one of the highest for higher tier users, starting at 3,000 plus gallons.
NEW BUSINESS:
Next CRC meeting
agenda item: how the CRC could educate about recycling.
Freda recommended the CRC always be on the Council agenda, so that if CRC has an agenda item, it is not too late to be added.
Rusty recommended in the future a standing __________ City Water Committee for planning.

passed unanimously.
