The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Lieutenant Kevin Smith; Sherrie Richey, Code Enforcement; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of September 28, 2023, supported by Mr. Evans. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for October 6, 2023 in the amount of One
Hundred Ninety Onie Thousand Eight Hundred Nineteen Dollars and ninety six cents
($191,81.9.96), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Clams for Payment for October 6, 2023 in the amount of Nine
Hundred Nine Thousand Sixty Seven .Dollars and fifty three cents ($909,067.53), supported by Ms.
Palmer. Upon a vote viva voce, the motion carried.

• STREET CLOSURE
Culy Construction
Date: October 9, 2023
Time: 1.2:00 p.m. to 12:00 a.m.
The closure of North 8th Street between Bridge Avenue and Ft. Wayne Avenue. This would
include the closure of North "E" Street at North 81" Street.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.

BID AWARDS - None
CONTRACTS
• CONTRACT NO. 166-2023 — REDDOG ENTERPRISES .INC.
The City retains Contractor to provide services in connection with the emergency securing,
cleanup of premises, and sealing and boarding of structures with boarding to be painted the
OSB shade for minimization of blight appearance, all to be performed at the premises
located at 116 Randolph Street for the Department of Code Enforcement.
Not to exceed $1,200.00
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 167-2023 —REDDOG ENTERPRISES .INC.
The City retains Contractor to provide services in connection with the emergency cleanup
of a property located at 126 Richmond Avenue for the 'Department of Code Enforcement.
Not to exceed f;1,500.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion.
carried.
• CONTRACT NO. 168-2023 — S&M SOLUTIONS, LLC
The City retains Contractor to perform services in connection with the cleanup of a
premises previously deemed by the Richmond Enforcement Authority to be noncompliant
and ordered to be cleaned up, which premises is located 118 North 17th Street. Services
shall include the cleanup and removal of all inoperable vehicles, scooters,junk parts, tires,
trash, rubbish, and debris strewn about the premises, and other materials.

Ms. Palmer moved to approve, supported by Mr. Evans, Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 169-2023 —S&M HOME SOLUTIONS, LLC
The City retains Contractor to perform services in connection with the cleanup of a
premises previously deemed by the Richmond Enforcement Authority to be noncompliant
and ordered to be cleaned up, which premises is located at 618 South "E" Street. Services
shall include the cleanup and removal of all trash, rubbish, and debris strewn about the
premises, and other materials.
Not to exceed $1,350.00
Mr. Evans moved to approve, supported by Ms. Palmer, Upon a vote viva voce, the motion
carried.
