MINUTES
JUNE 17, 1992
I. ROLL CALL AND CALL TO ORDER
Chair Killen called the meeting to order at 1:OOp.m. Committee members Martens,
Grote, and Coyle answered the roll call. Chair declared a quorm present. Also attending were
Administrator Schmidt, Recreation Director Baker, Councilman VanKomen, and Garnett Beach
Association Members, Dick Burmacolo, CoIlene Burmacolo, and Dorrell Larson.
II. PUBLIC RIGHT OF WAY RUNNING BETWEEN RUBY STREET AND LICK CREEK RD.
With out signage public has no way of knowing this trail exists. Committee would like to
see some kind of minor development/improvement in signage and maintinence.
III. OLD GOLF COURSE CLUBHOUSE SITE.
Councilman VanKomen informed the committee that two(2) different groups had
inquired as to the possibility of leasing the old golf course clubhouse. One group is interested in
creating a Youth Center and would like to lease the building for six(6) months out of the year.
The second group is the McCall Donnelly School's Alternative Education Center. Committee
discussed the possibility of trading a lease, for the schools railroad right of way property. The old
golf course clubhouse site would have to be rezoned if either group were to be awarded a lease
agreement. Administrator is to investigate school's desire for the building.
Committee discussed the rental fee for cart storage and what it covered. Administrator
informed committee that the $125.00/space/year fee covered electricity, a trail fee, and
administration. Councilman Vankomen felt that the park department was not receiving enough
money for the rental spaces so golf cart owners should be paying the trail fee seperate from their
rental fee. Committee agreed that $100.00 total profit from renting out spaces was insufficient.
Committee discussed possible types of parks and uses for the site and agreed it would
be best suited for a Vest Pocket Park with possible tennis courts playground equipment and
several picnic tables.
IV. GARNETT BEACH HOMEOWNERS ASSOCIATION PROPOSAL - Dorrell Larson
Mr. Larson informed committee that the Neighborhood would like to clean up the 60'
City street right of way, build a dock which would be open for public use, but only association
members would be permitted to moor at the dock overnight. Committee discussed the Davis
beach dock situation and the difficulties which arise between public and private uses of city land.
Committee also discussed putting the area out for bid, developing it into a small park with grass,
picnic, and swim area, or possibly creating a boat ramp and parking area which could be done
with homeowners and a 10 year lease agreement. After lengthy discussion committee decided
not to take any action until) their next regular meetng in July when the Garnett Beach
homeowners association will present a written plan.
V. FAIRWAY PARK
Committee discussed the prospects of selling different parts of Fairway Park and/or
relocating the baseball fields in another location. Committee asked Recreation Director to
analyze the need for more ball fields, including the number of fields needed and how many fields
could be put in at the river front area near sheep bridge.
After looking over the picnic tables at Fairway Park committee agreed that using wood
for the picnic tables created a high level of maintinence, committee asked staff to investigate the
use of recycled plastic lumber. In addition committee asked staff to research cost of aluminum,
wood and plastic picnic tables.
Committee discussed the placement of the dumpster and advised the Recreation
Director to have it removed and develop another way to haul off trash.
VI . DAVIS BEACH
After discussing the location of the two docks which are privately owned and maintained,
but used by the public, committee felt that the two docks should be placed together on one end
of the park and a swim area should be created using floats and ropes in the middle of the park.
In addition the committee felt that the docks were not being maintained to a high enough
standard and the approach way on one of the docks was too narrow. Committee felt the city
needs to create written dock standards to help define the quality of public docks. The city should
also consider ten(10) year lease agreements similar to the Gamett beach proposal. Committee
also felt that the exposed tree roots on the north end of the park need to be covered with sand to
help protect them. Finally, committee recommended a restroom be placed at Davis Beach.
