A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, EXPRESSING THE CITY OF OPA-LOCKA'S
SUPPORT FOR LOCATING A FLORIDA MUSEUM OF BLACK HISTORY
WITHIN THE CITY OF OPA-LOCKA; ALLOCATING TWENTY-FOUR
THOUSAND NINE HUNDRED NINETY-NINE DOLLARS ($24,999.00)
FOR THE HIRING OF A CONSULTANT, PROMOTION OF THE OPA-
LOCKA REGIONAL SERVICE CENTER AS THE PROPOSED SITE AND
PROVIDE FOR COMMUNICATIONS SUPPORT; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE
DATE
WHEREAS, the Florida State Legislature signed into law CS/ CS/ HB 1441 (Chapter
2023-72, Laws of Florida) for the creation of a nine -member task force ("Task Force") to assist
in developing plans to create a statewide, state -supported Florida Museum of Black History;
and
WHEREAS, the Florida Museum of Black History will feature artifacts and various
narratives spread throughout a proposed ten (10) halls of approximately one hundred thousand
(100,000) square feet in size, with the space also offering green space / gardens and a performing
arts hall; and
WHEREAS, on December 15, 2023, the Task Force identified the City of Opa-Locka as
one of twelve (12) possible locations throughout the state for the Florida Museum of Black
History; and on March 25, 2024, the Task Force further narrowed consideration of the site from
twelve sites to nine, with a site within the City of Opa- Locka as one of the proposed nine sites;
and
WHEREAS, the Opa-Locka Community Development Corporation, Inc., d/ b/ a The Ten
North Group, an Opa-Locka based corporation, presented a proposal to the Task Force advocating
for the City of Opa-Locka as the site for the Florida Museum of Black History; and
WHEREAS, specifically, the Ten North Group advocated for a museum be located at
state -managed site, Opa-Locka Regional Service Center, located at 200 Opa-Locka Blvd., Opa-
Locka, FL 33054 ("Site"); and
WHEREAS, the Opa-Locka Regional Service Center, is an existing forty-six thousand,
seven hundred seventy (46,770) square foot existing structure; and
WHEREAS, it is the desire of the City that a site located within the Historic Downtown
Opa-Locka District (HDOD) would be transformative for redevelopment and tourism; and

WHEREAS, the City of Opa-Locka's proximity to South Florida's population centers; its
accessibility to local, statewide, national, and international visitors; and its diverse population,
consisting of majority Black and Latino residents, together with the City's unique and
significant collection of historic Moorish Revival architecture and heritage could draw a cultural
parallel to the heritage of the North African continent, thereby making the City of Opa-Locka
well -positioned to be the site for the future Florida Museum of Black History; and
WHEREAS, the Task Force is scheduled to present its recommendation of the ideal site to
Florida Governor Ron Desantis, by June/July 2024 (the "Recommendation Date"); and
WHEREAS, in furtherance of selecting the City of Opa-Locka as the future site for the
Florida Museum of Black History, the City of Opa-Locka City Commission desires to allocate
Twenty -Four Thousand Nine Hundred Ninety -Nine Dollars ($24,999.00) for the purpose of
supporting the application to locate the Florida Museum of Black History within the City of
Opa-Locka, by hiring a consultant, promoting the Regional Service Center as the proposed site
and also providing communications support; and
WHEREAS, the City Commission finds that it is in the best interests of the City to allocate
support site selection for a Florida Museum of Black History within the boundaries of the Cityof
Opa-Locka.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-Locka hereby allocates Twenty -
Four Thousand Nine Hundred Ninety -Nine Dollars ($24,999.00) for the purpose of
supporting the application and selection of the City of Opa-Locka as the future site for the
Florida Museum of Black History, through hiring a consultant, promoting the Regional
Service Center as the proposed site and also providing certain communications support.
The City Commission reserves the right to consider other forms of support as may be
determined by the City Commission.
Section 3. Sections of this Resolution may be renumbered or re -lettered and
corrections of typographical errors which do not affect the intent may be
authorized by the Interim City Manager following review by the City Attorney,
without the need of a public hearing by filing a corrected copy of same with the
City Clerk.
Section 4. This Resolution shall take effect upon the adoption and is subject to the
approval of the Governor or Governor's Designee.

$50,000 for said museum.
Staff Summary:
The Florida State Legislature created a Task Force to assist in developing plans to create a statewide, state -
supported Florida Museum of Black History. The Museum will feature artifacts and various narratives
spread throughout a proposed 10 halls. The Task Force presented the City of Opa-locka as one of the
twelve (12) possible locations to house the Museum. After relentless advocating, the City has
advanced in the site selection process. As the City desires to continue transforming the Historic
Downtown District, the City Commission finds it in the best interest of the City to support and
continue candidacy for the proposal of the Florida Museum of Black History . The City Manager shall
allocate $50,000 for the purpose of supporting the application, and hiring consultants to promote the
City's site to include dissemination of publications, engage earned media and communication.
