OCTOBER 16, 2023
The Common Council of the City of Richmond, Indiana met in a Regular Meeting October
16, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR ENGLE
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present. were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeffrey Locke, Gary
Turner, Jane Bumbalough, Ron ()ler and Larry Parker. Absent was .Jeff Cappa,
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City
Clerk; Dave Carpenter; Ann Taylor; Police Chief Mike Britt; Jerry Purcell; Claudia Ellis;
Valerie Shafer, President, Economic Development Corporation of Wayne County; Sharrie
Harlin Davis, Community Outreach Manager, Reid Health; Mary Walker, Executive
Director, Wayne County Convention and Tourism Bureau; Acacia St. John, Program
.Director, Forward Wayne County; Jeff Plasterer and Brad Dwenger, Wayne County
Commissioners; Tom Fitzpatrick, Storage of America; Police Officers Chad Porfidio,
Conner Bray, Tyler flobbs & Logan Moistner; and Emily Palmer, City Controller; Denise
Retz, Superintendent Parks and Recreation; Dustin Purvis, Zoning Administrator; Josh
Imhoff, Community Development Coordinator; Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held October 2,
2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
RESOLUTION NO. 1.4-2023 —A RESOLUTION APPROVING TIM STRATEGIC
INVESTMENT PLAN PURSUAN'IT TO 'LITE HOOSIER ENDtTRING LEGACY
PROGRAM ',I-IELP)
Speaking to the projects were Commissioner Plasterer, Ms. Walker, Chief Britt, Ms. St.
John and Ms. Retz.

Councilor Oler moved to approve Resolution No. 14-2023, supported by Councilor
Parker. Upon a roll call vote, the motion passed 8-0.

Minutes of the meetings of September 21 and 28, 2023 were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS

ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance No. 45-2023 on first
reading by title only, supported by Councilor Bumbalough. Upon a vote viva .voce, the
motion carried.
ORDINANCE. NO. 45-2023 —AN APPROPRIATION ORDINANCE AMENDING THE
2023 BUDGET (HELP)
The Clerk read Ordinance No. 45-2023 on first reading by title only.
Councilor Goss moved to refer to the Finance Committee, supported by Councilor
Bumbalough. Upon a vote viva voce, the motion carried.
ORDINANCES ON SECOND READING
ORDINANCE NO. 43-2023 —A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM OUTDOOR COMMERCIAL DISTRICT TO
HIGH INTENSITY INDUSTRIAL DISTRICT (0 Production Court)
The Clerk read Ordinance No. 43-2023 on second reading by title only.
Councilor Oter moved to amend to amend the zoning map to II. high intensity industrial
district, supported by Councilor Parker. Upon a vote viva voce, the motion carried.

Vice President Turner declared Ordinance No. 43-2023 on second reading and public
hearing.
Speaking in favor was Mr. Carpenter arid Mr. Fitzpatrick. There being no comments
against, Councilor Parker moved for engrossment, supported by Councilor Bumbalough,
Councilor Parker called for the question, supported by Councilor Wright.
Ordinance No. 43-2023 was adopted with an 8-0 roll call vote.
MISCELLANEOUS BUSINESS
Councilor Engle congratulated Police Officer Bill Shake for his 47 years of service to the
City of Richmond.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, supported and passed,the meeting
was adjourned.
