PROCEEDINGS OF THE BOARD OF DIRECTORS
FOR RICHMOND POWER & LIGHT
OCTOBER 2, 2023
The Board of Directors for Richmond Power & Light Plant met in regular session on
October 2 2023, immediately following the regular meeting of the Richmond Common
Council, in the Community Room of the Municipal Building in said City. Chairman Parker
presided.
ROLL CALL:
Board members present were Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Larry Parker and Ron Oler.
Also present were: Tony Foster, General Manager; Andrew Sickmann, Corporate Council;
Karen Chasteen, City Clerk; and, Media.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the September 5, 2023 regular
Meeting and the Memorandum of a special Meeting on September 18, 2023, supported by
Board Member Engle. Upon a vote viva voce, the motion carried.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member ()ler moved to approve
claims for payments in the amount of Eight Million One Hundred Eighty five Thousand
Six Hundred Thirteen Dollars and eighty seven cents ($8,185,613.87), supported by Board
Member Bumbalough. Upon a vote viva voce, the motion carried 9-0.
OLD BUSINESS: None
NEW BUSINESS:
• Bids for a new 2024 Compact Extended/Super Cab Pickup Truck. Board Member
Oler moved to accept the Proof of Publication, supported by Board Member
Bumbalough. Upon a vote viva voce, the motion carried.
Cronin Automotive was the only bid.
Bid Price: $ 41,928.00
Less trade in: $ N/A
Total Bid Price: $ 43,628.88

Board Member Oler moved to refer this bid to the General Manager for due
diligence, supported by Board member Cappa. Upon a vote viva voce, the motion
carried.
• Board Member Locke moved to authorize the General Manager to receive bids on.
a 12" Drum Style Wood Chipper for the Line Department, supported by board
Member Engle. Upon a vote viva voce, the motion carried.
REPORT BY GENERAL 'MANAGER:
• 604 employees took part in the recent Wellness Fair
• Review of the Richmond 7 Solar Park Project
• The IMPA Lineman Appreciation Event was held September 19
• Budget Books will be distributed to the Board of Directors the third week of
October
• Tree Core has trucks around the community performing tree maintenance on
RP&L's system due to overgrowth in the power lines. This is all part of reducing
outages and providing better service to our customers.
MISCELLANEOUS BUSINESS: None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
