The Common Council of the City of Richmond, Indiana met in a Regular Meeting 2023 in
the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WRIGHT
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Dave Carpenter; Deputy Controller Tracy McGinnis; Sanitary District Director Pat
Smoker; Police Chief Mike Britt; Ann Taylor; Barry Cramer; City Controller Emily.
Palmer; Richmond Power and Light General Manager Tony Foster; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held September
18, 2023, supported by Councilor Bumbalough. Upon a vote viva voce, the motion.
carried.

INTRODUCTIONS, MOTIONS, RESOLUTIONS

COMMUNICATION FROM THE MAYOR
• Reviewed upcoming Halloween events
• Announced a Public Hearing, October 4 regarding the I 7() and US 27 interchange
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the meetings of September 7 and 14, 2023 were accepted as presented.

ORDINANCE NO. 31-2023 -- AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2024 BUDGET
The Clerk read Ordinance No. 31.-2023 on second reading by title only.
Councilor ()la moved to delete $806,625.45 and $325,000 from Account No. 0199 (lines
9600), supported by Councilor Parker. Upon a vote viva voce, the motion carried.
President Capra declared Ordinance No. 31-2023 on Public Hearing. Speaking against
was Mr. Carpenter. There being no comments for the Ordinance, Councilor Goss moved
for engrossmait, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
Councilor Turner called for the question, supported by Councilor E3umbalough.
Ordinance Na. 31-2023 was adopted with a 6-3 roll call vote. Dissenting were Councilors
Cappa, Parker and Oler.
ORDINANCE NO. 32-2023 — AN APPROPRIATION ORDINANCE FIXING THE
ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2024
The Clerk read Ordinance No. 32-2023 on second reading by title only.
.Presickrit Cappa declared Ordinance No. 32-2023 on Public Hearing. Speaking against
was Mr. Carpenter. There being no comments for the Ordinance, Councilor Parker moved
for engrossment, supported by Councilor Locke. Upon a vote viva voce, the motion
carried.
Councilor Turner called for the question, supported by Councilor Parker.
Ordinance No. 32-2023 was adopted with a 9-0 roll call vote.

ORDINANCE NO. 33-2023 — AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2024 SALARY ORDINANCE
The Clerk read Ordinance No. 33-2023 on second reading by title only.
President Cappa declared Ordinance No. 33-2023 on Public I-leafing. Speaking agLinst
was Mr. Carpenter. There being no comments for the Ordinance, Councilor Turner moved
for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
Councilor Goss called for the question, supported by Councilor Turner.
Ordinance No. 33-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 34-2023 AN ORDINANCE AUTHORIZING THE ANNUAL
COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS
The Clerk read Ordinance No. 34-2023 on second reading by title only.
President Cappa declared Ordinance No. 34-2023 on Public Hearing. Speaking in favor
was Mr. Carpenter. There being no comments against the Ordinance, Councilor Goss
moved for engrossment, supported by Councilor Parker. Upon a vote viva voce, the motion
carried.

Ordinance No. 34-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 35-2023 — AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE SANITARY DISTRICT 2024 SALARY ORDINANCE
The Clerk read Ordinance No. 35-2023 on second reading by title only.
President Cappa declared Ordinance No. 35-2023 on Public Hearing. Speaking in favor
was Mr. Carpenter. There being no comments against the Ordinance, Councilor Goss
moved for engrossment, supported by Councilor Locke. Upon a vote viva voce,the motion
carried.
Councilor Goss called for the question, supported by Councilor Bumbalough.
Ordinance No. 35-2023 was adopted with a 9-0 roll call vote.

COMPENSATION AND BENEFITS OF RICHMOND FIREFIGIITERS

President Cappa declared Ordinance No. 36-2023 on Public I fearing. Speaking in favor
was Mr. Carpenter. There being no comments against the Ordinance, Councilor Goss
moved for engossment, supported by Councilor Locke. Upon a vote viva voce, the motion
carried.

Ordinance No. 36-2023 was adopted with a 9-0 roll call vote.
