HomeMy Public PortalAbout20120618CRCMinutes.pdfCITY OF TYBEE ISLAND COMMUNITY RESOURCE COMMITTEE MEETING Monday, June 18, 2012 – 4:00 PM Council Chambers draft minutes Members Present: Don Ernst, Mallory Pearce, Judy Miller, Lisa Callahan, Freda Rutherford, Bill O'Brien, Sandy Major, & Trish Shelton Members Absent: Libby Bacon, Frank Kelly, Shelly Kruger, Brad Sherman & Karen Kelly Liaisons: Paul Wolff (Council) Chantel Morton (Green Team) Visitor: R. Campbell Chairman Bill O'Brien called the meeting too order at 4:30 PM. Don Ernst gave the treasurer's report. He said he has a city check for $599.00; it would have been a little more but if $600.00 or more the city would issue him a 1099 and he would have to pay taxes. The bank needs information before he can open an account for the CRC. Bill proposed that Don keep the check until we need funds. Mallory moved, Lisa seconded, to approve the May minutes. All approved. Freda said the April minutes will be available at the next meeting. ANNOUNCEMENTS North Beach Shower Project: Don reported that at the last council meeting Cardwell Smith gave a report on shallow wells. Don said he and Cardwell are going to do a hand bore at North Beach to see if we can get fresh water. Don reported that he was unable to get on the agenda for the budget meetings despite numerous requests so the pumps were not budgeted. Paul said that he has just learned from the city attorney that Tybee would be liable for any consequences from using non-potable water so the issue is moot. Don said the use was already approved by EPD and the city's water and sewer manager. Lisa asked is there was a geo? Map of the area? Don replied that it is being developed. Lisa proposed a rain garden surrounding the showers to alleviate run-off. Green Island: Trish reported that she will be working on Eco-tourism. She would like to see educational videos at the South-end. Judy suggested the Marine Science Center as a location. The Education sub-committee will meet this Thursday and Mallory said he will draft a mission statement. There will be four target audiences: residents, businesses, Chatham County and tourists. Discussion ensued on ways to reach the audience. Trish suggested that a strategic plan be developed for how the Education Committee will disseminate CRC sustainable initiatives to the target markets. If the ED committee agrees with this at the meeting on Thursday, it will be presented to the CRC committee for review and endorsement. Ideas about what is and how to develop a green economy will also be discussed on Thursday at the Education Committee meeting and presented to the CRC committee. Paul shared that the bigger recycling bins have increased use by 70% - from 28 tons to 41 ½ tons. Bill noted that there is nothing on the city's web site to communicate achievements. Chantel added that there is a sustainability link that should collect this information. Trish said she will collect all the communication sources. Freda suggested story boarding achievements; we just need to find a place for Mallory to paint. Lisa reported that she will work on the Memorial Park energy report, but she is having computer problems. Bill volunteered to help. He said we need to BETA test our reports on the city council. Mallory offered to write a column in the Tybee Breeze if committees will provide the material. Lisa proposed that we cover a topic a month rotating committees. Trish said she would like to see inclusion of green jobs. Also what about having a subject matter expert, sponsored by the CC, speak at council meetings, then make a connection to what the committee is doing. Paul reported that Southern Energy Efficiency Alliance has $200,000,000 revolving loan fund for energy projects. They want Tybee to participate. The city would need to establish an authority. Bill asked if sub-committees are meeting. He asked Judy to set up an energy meeting. Dr. Smith's Council Presentation: Paul said council turned over data collection to the CRC. We need to do a cost- benefit analysis. The Pool committee is committed to having the solar for the pool house – space heating. If Tybee owned the panels we could do it, but cannot buy or sell to a third-party. The meeting was adjourned at 5:40 PM Respectfully submitted, Freda Rutherford Vice Chair
