NOVEMBER 9, 2023
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5'1' Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Captain Kevin Smith; Sherrie Richey, Code Enforcement; Greg Stiens, Director of Public Works
and Engineering; Doug Gardner, Deputy Chief of Fire Prevention; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of November 2, 2023, supported by Mr. Evans. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for November 9, 2023 in the amount of Two
Hundred Thirteen Thousand Eight Hundred Seventy Five Dollars and ninety eight cents
($213,875.98), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT - None
PAYROLL CLAIMS FOR PAYMENT FOR PENSION - None
REQUESTS
Brian Ballenter— Whisenhunt Construction
Date: November 1.0, 2023
Time: 8:00 a.m. to 5:00 p.m.
The closure of Sailor Street directly behind the former BSN Sports building at 920 East
Main Street. The request is also for the southbound lane of North I Oth Street for
approximately five days.

The closure for the southbound lane of North 10u1 Street to last approximately 5 days. These
closures are necessary to allow for machinery access to 920 and 930 East Main Street for
work to be performed on the building.
Mrs. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
Veterans Parade
Date: November 11, 2023
Time: 7:30 aimto 9:00 a.m.
Captain Smith added an agenda item. The REIS Band decided they were going to be in the
parade so there needed to be an additional closure for their lineup. The request is for the
closure of SW 8th Street to Main Street.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion.
carried.
BID OPENINGS
• POLE BARN FOR FIRE STATION NO. 5
Those bids are as follows:
1) BCR, Inc. d/b/a Whisenhunt - $382,000.00
2) S&S Construction - $454,200.00
3) Commercid Maintenance Service - $419,1.65.50
4) Smarrelli General Contractors - $371,750.00
5) Thor Construction - $379,000.00

CONTRACTS
• CONTRACT NO. 1.92-2023 —REDDOG ENTERPRISES INC
The City retains Contractor to provide services in connection with the emergency
demolition of the stairwell/balcony, along with the emergency securing, sealing, and
boarding of the unsafe structure(s), and along with the emergency cleaning and removal of
all trash, debris, rank vegetation, and weeds, all to be performed at 1025 East Main Street
for the .Department of Code Enforcement.
Not to exceed $6,500.00

CHANGE ORDERS
• CHANGE ORDER NO. 2 TO CONTRACT NO. 187-2022 — SMARRELLI
GENERAL CONTRACTOR, INC
Additional sidewalk and driveway replacements are needed in the project area.
Not to exceed $71,424.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
• CHANGE ORDER NO. 3 TO CONTRACT NO. 121-2023 — MILESTONE
CONTRACTOR'S L.P.
This is for the Community Crossing Grant
Not to exceed $10,314.91
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 168-2023 — S&M HOME SOLUTIONS,
LLC
This is for additional funds for an emergency demo of a garage that caught on fire at 118
North 17th Street.
Not to exceed $1, 750.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
