HomeMy Public PortalAbout11-06-2023 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 6, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting November 6,2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Police Chief Mike Britt; Traci McGinnis, Deputy Controller; Emily Palmer, Controller; Audrey Shake, Grants Administrator; Anne Taylor; Claudia Ellis; Fire Chief Tim Brown; Tony Foster, General Manager, Richmond Power and Light; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held October 16, 2023, supported by Councilor Wright. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Leaf ""'ick Up is in process - a map is on the City website • The Veterans' Day parade will begin at 9 am with a service at the Veterans' Park at 11 am REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the meetings of October 5 and 19, 2023 were accepted as presented. Common Council Minutes November 6, 2023 Page 2 of 3 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS - None ORDINANCES ON FIRST READING Councilor Oler moved to read Ordinance Nos. 46 and 47-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 46-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF HOMELAND SECURITY The Clerk read Ordinance No. 46-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 46-2023 to second reading and public hearing, supported by Councilor Parker. President Cappa declared Ordinance No. 46-2023 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor GcNs called for the question, supported by Councilor Bumbalough. Ordinance No. 46-2023 was adopted with a 9-0 roll call vote. ORDINANCE NO. 47-2023 AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 34-2023 KNOWN AS THE 2023 (CIVILIAN) SALARY ORDINANCE The Clerk read Ordinance No. 47-2023 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 47-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. President Cappa declared Ordinance No. 47-2023 on Public Hearing. Speaking in favor was Chief Britt. Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Parker called for the question, supported by Councilor Bumbalough. The Finance Committee recommended approval. President Cappa declared Ordinance No. 45-2023 on Public Hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 45-2023 was adopted with a 9-0 roll call vote.
