NOVEMBER 16, 2023
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Captain Kevin Smith; Elijah Welch, Sanitation District Engineer; Kara Noe, Purchasing; and
Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of November 9, 2023, supported by Mr. Evans. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for November 17, 2023 in the amount of
Four Hundred Thirty Six Thousand One Hundred Seventy Nine Dollars and ten cents
($436,179.10, supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for November 17, 2023 in the amount of
Seven Hundred Eighty Six Thousand Six Hundred Seventy Five Dollars and seventy three cents,supported
by Ms. Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve a Payroll Correction for November 11,2023 in the amount of Three Hundred
Seventy Five Dollars and no cents ($375.00), supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.

Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion.

• STREET CLOSURES
Culy Construction
Date: November 20-30, 2023 is the anticipated time frame.
Time: 7:00 a.m. to 5:00 p.m.
The request is for a one day closure of Bridge Avenue from North 8th Street northwest to
the rear of B&F Plastics at 540 North 8th Street. Due to the dynamics of the construction
project, the exact date is not known.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
Richmond Sanitary District
Date: November 20, 2023
Time: To last for approximately 12 months
The request is for the closure are portions of Gravel Pit Road, Industrial Parkway,
Woodside Drive, Crossroads Commons 131vd. and Old National Road East, to be closed to
through traffic (and cross-traffic at times) during the construction of a large lift station and
forcemain replacement that is required as part of the Combined Sewer Overflow Long
Term Control Plan. The closures will occur in phases and will last for approximately 12
months. There will be access to all businesses.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
Andy Floyd — Main Street Richmond Holiday Parade
Date: December 1, 2023
Time: 6:00 p.m. to 9:00 p.m.
The request is for the closure of Main Street from 2nd Street to 10th Street
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.

CONTRACTS
• CONTRACT NO. 195-2023—LEASE AGREEMENT—EDC OF WAYNE COUNTY,
THE CITY OF RICHMOND INDIANA AND LA-LYN FARMS, INC
This is a lease agreement between the EDC of Wayne County and the City of Richmond
Indiana for underdeveloped land in the Midwest Industrial Parkway. This sublease
agreement is a one-year lease with a farmer, La-Lyn Farms, Inc., to farm approximately
287 acres of undeveloped acre per year. The rate of$376.00 per acre will be paid by farmer.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 1.97-2023 — COUNTRYSIDE AUTO
The City retains Contractor to provide on-call and as-needed services in connection with
repairs to vehicle collision damage (including, but not limited to, furnishing parts, vehicle
refinishing, body work, frame repair, and mechanical repair) for Police Department
vehicles, Street Department vehicles, Sanitation Department vehicles, and Parks
Department vehicles.
1) Parts Markup -- $0
2) Vehicle refinishing per hour - $55.00
3) Body work per hour - $55.00
4) Frame repair per hour- $85.00
5) Collision related mechanical repair per hour $85.00
6) Storage per day. - $0
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 198-2023 —RICHMOND COMMUNITY SCHOOLS
The transfer of the property located at 201 NW 13th Street (McBride Stadium). Purchase
price is $12,000.00.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
