The Common Council of the City of Richmond, Indiana met in a Regular Meeting
November 20, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR LOCKE
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron ()ler and Larry Parker.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City
Clerk; Police Officers Haskett and Porfidio; Police Chief Mike I3ritt; Emily Palmer,
Controller; Jerry Purcell; Anne Taylor; Chris Hardie; Dustin Purvis, Planner; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held November
6, 2023, supported by Councilor Goss. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCHONS, MOTIONS, RESOLUTIONS
RESOLUTION NO. 8-2023 — A RESOLUTION OF THE RICHMOND COMMON
COUNCIL APPROVING AN ORDER OF THE RICHMOND PLAN COMMISSION
Councilor turner moved to approve, supported by Councilor Locke. Upon a vote viva
voce, the motion carried.
COMMUNICATION FROM THE MAYOR
• Collection of leaves continues until December
• Shop Small Day is November 25, 2023
