COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE NO. 48-2023
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT
FROM THE INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal
government or any other source, and said documents are prepared and executed
by the City executive administration, provided that the Common Council of
the City of Richmond as the legislative body of the City approves an ordinance
for the appropriation of any monies received in accordance with IC 36-4-6-18;
and
WHEREAS, The Indiana Department of Environmental Management (IDEM) Community
Recycling Grant Program (CRGP) is open for application; and
WHEREAS, The City of Richmond Sanitary Department desires to submit a grant
application to obtain funds that will be used to procure rebranding and
marketing in relation to the expansion of landfill diversion opportunities; and
WHEREAS, The funding range of the IDEM CRGP Grant is allocated as $1,000 - $100,000
and a 25% match is required to be provided through the City of Richmond
Sanitary Department Solid Waste Funds; and
WHEREAS, The Richmond Sanitary District has budgeted the 25% match ($25,000) in the,
approved 2024 budget.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, as follows:
1. The City of Richmond, Indiana, in accordance with IC 36-1-4-10, has submitted or
will submit a grant application to the Wayne County Foundation for the 2023 grant application
year.
2. The City of Richmond through its Sanitary Department (Solid Waste Funds), is
authorized to accept said grant funding in an amount of up to One Hundred Thousand Dollars'
($100,000.00).
