NOVEMBER 30, 2023
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North .5111 Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent.
Also in attendance wcxe Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Doug Gardner, Deputy Chief of Prevention; Kara Noe, Purchasing; and Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of November 16, 2023, supported by Ms. Robinson.
Upon a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to wprove Claims for Payment for November 24, 2023 in the amount of Thirty
Nine Thousand Eighty Three Dollars and sixteen cents ($39,083.16), supported by Ms. Robinson.
Upon a vote viva voce, the motion carried.
Mr. Evans moved to wprove the Claims for Payment for December 1, 2023 in the amount of Two
Million Five Hundred Sixty Two Thousand Seven Hundred Fifty Seven Dollars and ninety seven.

PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to wprove the Payroll Claims for Payment for December 1, 2023 in the amount of One
Million One Hundred Fifty Nine Thousand Four .Hundred Ninety Four Dollars and two cents
($1,159,494.02), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION
Mr. Evans moved to approve the Payroll Claims for Payment for Pension for November 30, 2023 in the
amount of Two Hundred Sixty Four Thousand Six Hundred Twenty Four and twenty six cents
($264,624.26), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.

• CONSTRUCTION OF A 60' X 80' POLE BARN

Bid to be awarded to Smarrelli General Contractors to construct a 60' x 80' pole barn
to be located at Fire Station #5.
Not to exceed $371,750.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
CONTRACTS
• CONTRACT NO. 186-2023 —OVERHEAD DOOR COMPANY
City retains contractor to provide on-call and as-needed general maintenance to overhead
doors and openers for the Fire Department for the 2024 calendar year at $65.00 per hour.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 187-2023 —TESTING FOR PUBLIC SAFETY
City retains contractor to provide consulting and testing services in connections with the
2024 firefighter application and hiring process for the Fire Department.
Approximate cost not to exceed $7,250.00, depending on number of applicants.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
CONTRACT NO. 196-2023 —LEXIPOL, LLC
City retains contractor to provide services to ongoing licensing and support in connection.
with the softv.zre package previously implemented by the Fire Department for the 2024
calendar year.
Not to exceed $12,363.38
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried,
CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 180-2023 —MAZE DESIGN
Unforeseen cl-Einges were needed during the design of the storage building at Fire Station
No. 5. Drainage Calculations and drainage plans are needed to meet storm water
requirements.
Not to exceed$2,500.

ADDENDUMS
• ADDENDUM NO. 2 TO (REVISED)CONTRACT NO. 60-2021 —ESO SOLUTIONS,
INC.
City wishes to retain contractor to continue to provide subscription, licensing, and
professional support services for the Fire Department for the 2024 calendar year.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
ADDENDUM NO. 2 TO CONTRACT NO. 35-2022 —PRO AIR MIDWEST LLC
City wishes to retain contractor to continue to provide services in connection with the
air compressor maintenance and air quality samples on compressor equipment units
for the Richmond Fire Department.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
ADDENDUM NO. I TO CONTRACT NO. 155-2022 — ESO SOLUTIONS, INC.
City wishes to retain contractor to continue to provide professional and
consulting services in connection with furnishing,developing,and/or installing an interface
and communication program to be compatible with the Julota Platform Software installed
for the Fire Department for its Community Paramedicine program.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
