DECEMBER 4, 2023
The Common Council of the City of Richmond, Indiana met in a Regular Meeting
December 4, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR CAPPA
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were A.J. Sickmann, Corporate Counsel; Karen Chasteen, City Clerk;
Police Chief Mike Britt; Police Reserve Officer Rittenhouse; Tracy McGinnis, Deputy
Controller; Jerry Purcell; Anne Taylor; Dena Little, Morrison Reeves Library; Rodney
Mayse, Municipal Airport; Tony Foster, Richmond Power and Light; Alison Zajdel; Eric
Marsh WCTV; Pat Smoker, Sanitary District; Lora Nutty & Izzy Willman, Parks and
Recreation; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held November
20, 2023, supported by Councilor Wright. Upon a vote viva voce, the motion carried.
PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND
INTRODUCTIONS, MOTIONS, RESOLUTIONS
A. ENVIRONMENTAL SUSTAINABILITY COMMISSION —
AUTHORIZATION FOR A GRANT SUBMISSION
Councilor Turner moved to approve, supported by Councilor Engle. Upon a vote
viva voce, the motion carried.

The minutes of the November 9, 2023 meeting were accepted as presented.

MISCELLANEOUS BUSINESS
• TOURISM BUREAU BOARD APOINTMENTS — held until the December 18
meet* to enable due diligence.
• MORRISON REEVES LIBRARY — BOARD APPOINTMENT
Ms. Little presented the nomination of Stasia Veramalley. Councilor Engle moved
to approve, supported by Councilor Wright. Upon a vote viva voce, the motion
carried.
ORDINANCES ON FIRST READING
Councilor Olen moved to suspend the rules and read Ordinances 48, 49 & 50-2023 on first
reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 48-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING
1111 SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (RSD)
The Clerk read Ordinance No. 48-2023 on first reading by title only.
Councilor Turner moved to advance Ordinance No. 48-2023 to second reading and public
hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.

President Cappa declared Ordinance No. 48-2023 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by
Councilor Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Goss called tbr the question, supported by Councilor Bumbalough.
Ordinance No,. 48-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 49-2023 - A SPECIAL ORDINANCE AMENDING MINIMUM
CRITERIA AND ALTERNATIVE DEDUCTION SCHEDULES FOR PROPERTY
OWNERS REQUESTING DEDUCTIONS IROM ASSESSED'VALUE OF QUALIFIED
PROPERTY WITHIN AN ECONOMIC REVITALIZATION AREA
The Clerk read Ordinance No. 49-2023 on first reading by title only.
Councilor Goss presented the changes from Ordinance No. 1.9-2023:

Councilor Parker moved to advance Ordinance No. 50-2023 to second reading and public
hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
