HomeMy Public PortalAbout12-04-2023 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 4, 2023 The Common Council of the City of Richmond, Indiana met in a Regular Meeting December 4, 2023 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were A.J. Sickmann, Corporate Counsel; Karen Chasteen, City Clerk; Police Chief Mike Britt; Police Reserve Officer Rittenhouse; Tracy McGinnis, Deputy Controller; Jerry Purcell; Anne Taylor; Dena Little, Morrison Reeves Library; Rodney Mayse, Municipal Airport; Tony Foster, Richmond Power and Light; Alison Zajdel; Eric Marsh WCTV; Pat Smoker, Sanitary District; Lora Nutty & Izzy Willman, Parks and Recreation; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the Regular Meeting held November 20, 2023, supported by Councilor Wright. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS A. ENVIRONMENTAL SUSTAINABILITY COMMISSION — AUTHORIZATION FOR A GRANT SUBMISSION Councilor Turner moved to approve, supported by Councilor Engle. Upon a vote viva voce, the motion carried. COMMUNICATION FROM THE MAYOR • Thank you for the success of the Holiday Parade Common Council Minutes December 4,2023 Page 2 of 4 • Review of Community Events • Partnering with Oak Park Church to meet the needs of our community, i.e., warming shelter REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the November 9, 2023 meeting were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS • TOURISM BUREAU BOARD APOINTMENTS — held until the December 18 meet* to enable due diligence. • MORRISON REEVES LIBRARY — BOARD APPOINTMENT Ms. Little presented the nomination of Stasia Veramalley. Councilor Engle moved to approve, supported by Councilor Wright. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING Councilor Olen moved to suspend the rules and read Ordinances 48, 49 & 50-2023 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 48-2023 — AN APPROPRIATION ORDINANCE AUTHORIZING 1111 SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (RSD) The Clerk read Ordinance No. 48-2023 on first reading by title only. Councilor Turner moved to advance Ordinance No. 48-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 49-2023 - A SPECIAL ORDINANCE AMENDING MINIMUM CRITERIA AND ALTERNATIVE DEDUCTION SCHEDULES FOR PROPERTY OWNERS REQUESTING DEDUCTIONS IROM ASSESSED'VALUE OF QUALIFIED PROPERTY WITHIN AN ECONOMIC REVITALIZATION AREA The Clerk read Ordinance No. 49-2023 on first reading by title only. Councilor Goss presented the changes from Ordinance No. 1.9-2023: Page 3-paragraph I The following guidelines are also key considerations the Common council may evaluate fin. requests: Delete I-2 1-3 thru I-10 renumbered due to the elimination ofI-2 Page 4-number 3 - The level of wages and benefits will he a highly important consideration fi)r all applications,. ORDINANCE NO. 50-2023 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2023 BUDGET (Airport) The Clerk read Ordinance No. 50-2023 on first reading by title only. Councilor Parker moved to advance Ordinance No. 50-2023 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 50-2023 on second reading. President Cappa declared Ordinance No. 50-2023 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 50-2023 was adopted with a 9-0 roll call vote.
