COMMUNITY RESOURCE COMMITTEE
Minutes: March 19, 2013
MEMBERS PRESENT:

CALL TO ORDER:
Bill called the meeting to order at 4:31 pm.
MINUTES FROM THE OCTOBER AND JANUARY MEETING:
Shelly made a motion to approve the October and January minutes.
Frank seconded the motion. The motion passed unanimously.
ANNOUNCEMENTS:
Welcome to David Turner, newest CRC member. Lisa Callahan, Karen Kelly and Libby Bacon resigned from the
CRC. Please send all documents and pictures to the CRC secretary, Shelly, to file in the Dropbox folder.
Bill recapped the Mayor’s remarks and discussion at the previous CRC meeting
that the Mayor would like the CRC to offer recommendations regarding the purchase of additional police vehicles and the design of the new public safety building. Quarterly reporting
out by the CRC at City Council meetings is beneficial and the Mayor recommended regular updates in this manner. The contract for the design of the new public safety building was approved
and the CRC could offer recommendations. The Mayor will talk with Diane Schleicher to arrange a meeting with the CRC and the contractors (update: Diane has not yet called to follow-up).
Barry Brown will be at April CRC meeting.
ACTION ITEMS AND RECOMMENDATIONS:
At 10 am on 03/20/2013, there is a city meeting with the architect regarding the new public safety building
and Paul, Kathryn and Bill plan on attending.
Ask Diane to have a member of the police department join the Green Team
Chantel and Paul will obtain the GHG numbers for city employee
commutes and ask Chris ______ about it.
Sandy can take over from Lisa and obtain the Georgia Power numbers and provide to Bill for the spreadsheets regarding energy efficiency at the
City buildings, which he will present at Council meetings at the end of the fiscal quarters; it’s good to report the “good wins”
Jane can work on developing a website for CRC, because
there is a need to educate tourists about recycling et al.
Channel 7 is always a possibility for reaching tourists and locals and Mike could film PowerPoint of CRC quarterly reports
for channel 7
Chantel is on the board of the Tourism Council, could provide her talking points
Recommended Chantel talk with Diane Kaufman and Bill, Jane and Chantel will discuss vacation rental strategies, including making a sheet for the rental company binders
Bill and Sandy
will present at the second City Council meeting in April (Shelly contacted Jan and it is on the agenda already)
Shelly will update the CRC roster and add invites to Dropbox
Jane will
contact City Hall and “officially” join the CRC
Shelly will send out a Doodle poll to change the date, time of the CRC meetings, since Mondays are not great for everyone and often interfere
with holidays.
David, Bill, Kathryn and Shelly will meet at David’s house on Friday at 5 pm to discuss fuel efficient police vehicles and strategy
TOM GROOVER’S REMARKS:
Councilman
Tom Groover said that the energy reporting and monitoring that was reported at City Council meetings was helpful. He mentioned the use of space heaters by city employees and how that
may affect energy usage. Quarterly reporting at the end of fiscal quarters is ideal. Discussion ensued about air conditioning zoning and perhaps adjusting the outflow of the vents
for cold and/or warm spots. Tom suggested city employees could use carpooling, sharing shifts and rides to reduce energy usage.

Green Team – Chantel
November 23rd
is “America Recycles Day.”
Energy
The CRC has calculated green house gases community wide but the City’s imprint has not been calculated, this would include employee commutes, building
efficiency and ______________. Would be helpful to set a goal, say a 20% reduction by 2015, etc. to have something to aim for. Dr. Sydney Smith was interested in putting solar at the
water and sewer treatment plant, was offering a 100 kW solar system and sell at rates under Georgia Power; however, this is still illegal through the Territorial Act. The City itself
can purchase solar panels but it could not use the tax credit. Sandy will take on collecting the Georgia Power numbers for the City buildings that Lisa used to do.

CRC will offer recommendations for new more fuel-efficient police vehicles
Waste
Discussion about trash once per week for landfill and recyclables, as well as stickers that
indicate “landfill” and “reusable” to be placed on trash cans at vacation rentals since many tourists do not have recycling in their own towns and not familiar with the process.
NEW
BUSINESS:
Forming two subcommittees to address the public safety building and purchase of new police vehicles. Bill, Kathryn, David and Shelly will meet this Friday to work on purchase
of new police vehicles.
