The Common Council of the City of Richmond, Indiana met in a Regular Meeting
December 18, 2023 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR CAPPA
President Cappa called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Counsel; Karen Chasteen, City
Clerk; Police Chief Mike Britt; Emily Palmer, Controller; Pat Smoker, Superintendent,
Richmond Sanitary District.; Kyle Weatherly;Jerry Purcell;Anne Taylor;Tracy Robinson;
Dustin Purvis, Planner; Dave Carpenter; Adam Melton, Cordial Cork; Ed LaPaz; and,
Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the Regular Meeting held December 4,
2023, supported by Councilor Goss. Upon a vote viva voce, the motion carried.

INTRODUCTIONS, MOTIONS, RESOLUTIONS - None
COMMUNICATION FROM THE MAYOR—

REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the November 16 and 20, 2023 Board of Works Meetings were accepted as
presented.

TOURISM BUREAU BOARD APPOINTMENTS
Councilor Turner moved to approve the reappointment of Dana Weigle, Sam Patel and
Pamela Broerkig to serve 2024-2025, supported by Councilor Locke. Upon a vote viva
voce, the motion carried.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance No. 55, 57 & 59-2023 by
title only, supported by Councilor Turner. Upon a vote viva voce, the motion carried.
ORDINANCE NO. 55-2023 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 44-2023 KNOWN AS T H E 2024 (CIVILIAN) SALARY
ORDINANCE
The Clerk read Ordinance No. 55-2023 on first reading by title only.
Councilor 01c7 moved to advance to second reading and public hearing, supported by
Councilor Parker. Upon a vote viva voce, the motion carried.
President Cappa declared Ordinance No. 55-2023 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Goss called for the question, supported by Councilor Bumbalough. Upon a vote
viva voce, the motion carried.
Ordinance No. 55-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 57-2023 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 34-2023 KNOWN AS THE ANNUAL COMPENSATION AND
BENEFITS OF RICHMOND POLICE OFFICERS
The Clerk read Ordinance No. 57-2023 on first reading by title only.
Councilor Oler moved to advance to second reading and public hearing, supported by
Councilor Locke. Upon a vote viva voce, the motion carried.

President Cappa declared Ordinance No. 57-2023 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Go.F6 called for the question, supported by Councilor Bumbalough. Upon a vote
viva voce, the motion carried.
Ordinance No. 57-2023 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 59-2023 — AN APPROPRIATION ORDINANCE AMENDING.
ORDINANCE NO. 35-2023 KNOWN AS THE 2024 SANE{ARY DIS'fRICT SALARY
ORDINANCE
The Clerk read Ordinance No. 59-2023 on first reading by title only.
Councilor Ola moved to advance to second reading and public hearing, supported by
Councilor Locice. Upon a vote viva voce, the motion carried.
President Capra declared Ordinance No. 59-2023 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Bumbalough. Upon a vote viva voce, the motion carried.
Councilor Goss called for the question, supported by Councilor Bumbalough. Upon a vote
viva voce, the motion carried.
Ordinance No. 59-2023 was adopted with a 9-0 roll call vote.
ORDINANCES ON SECOND READING
ORDINANCE NO. 40-2023 A SPECIAL ORDINANCE CREATING CHAPTER 63
OF THE RICHMOND CITY CODE FOR THE ESTABLISHMENT OF DESIGNATED
REFRESHMENT AREAS SUBJECT TO .FINDINCiS, REGULATIONS ANI)
GUIDELINES (DORA)
The Clerk read Ordinance No. 40-2023 on second reading by title only.
Councilor Oler moved to amend paragraph 5 c to read: Requiring the bottles or cups to be
affixed with a logo that identifies the container for use only in the refreshment area; and
in addition, a logo that identifies the identity of the permittee; or

And, paragraph 8 to add: as well as all provisions of the Indiana Criminal Code, and if
such compliance is not achieved, the City reserves the right to proceed under any
applicable procedures as may be outlined by the Indiana Alcohol and Tobacco
Commission for revocation of a permit. The Richmond Police Department has authority to
track all relevant data pertaining to this section and may issue recommendations to the
City administration pertaining to a pattern of-violations of any permittee.
The motion was supported by Councilor Parker. Upon a vote viva voce,the motion carried.
President Cappa declared Ordinance No. 40-2023 on public hearing.
Opposing this Ordinance was Mr. Carpenter. There being no comments in favor, Councilor
Goss moved for engrossment, supported by Councilor Oler. Upon a vote viva voce, the
motion carried. Councilor Goss called for the question, supported by Councilor Turner.
Ordinance No,. 40-2023, as amended, was adopted with a 6-3 roll call vote. Dissenting
were Councilors Parker, Bumbalough and Locke.
ORDINANCE NO. 41-2023—A SPECIAL ORDINANCE DESIGNATING A DORA AS
"DEPOT DORA" PURSUANT TO RICHMOND CITY CODE CHAPTER 63
The Clerk read Ordinance No. 41-2023 on second reading by title only.
President Cappa declared Ordinance No. 41-2023 on public hearing.
Speaking in favor was Mr. Melton, Tracy Robinson an.d Mr. LaPaz. Opposing was Mr.
Carpenter.
Councilor Goss moved for engrossment, supported by Councilor Wright. Upon a vote viva
voce, the motiOn carried. Councilor Goss called for the question, supported by Councilor
Turner.
Ordinance No. 41-2023 was adopted with a 6-3 roll call vote. Dissenting were Councilors
Parker, Bumbalough and Locke.
MISCELLANEOUS BUSINESS
Councilor Turner presented plaques to Councilors Oler, Locke and Cappa honoring them
for their service to Council. Councilor Cappa also received a Gavel for his year as
President.
