AGENDA MEETING
The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, Thursday, November 19,
2018 was held Thursday, November 8, 2018 at 6:00 p.m., Council
Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret,
New Jersey.
The following were noted present:

Also noted present were Kathleen M. Barney, Municipal Clerk & Robert
J. Bergen, Esq., Law Director.
The Municipal Clerk stated that the 2018 Annual Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on the
bulletin board on December 28, 2017. Notice was published in The
Home News Tribune and The Star Ledger on January 5, 2018.
The meeting was opened with a minute of silent prayer and the Pledge
of Allegiance led by Councilmember Krum.
Upon MMS &C by Councilmembers Diaz and Krum and unanimous
affirmative vote of the full Council present, the Minutes of October 18,
2018 were approved as transcribed and engrossed by the Clerk.

The clerk stated that Ordinance #18 -17 was introduced and adopted
on First Reading on October 18, 2018. It was duly published in Home
News Tribune on October 24, 2018 with notice that it will be
considered for final passage after Public Hearing to be held on
November 8, 2018 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmember Diaz and Johal and Unanimous
JPEN TO PUBLIC affirmative vote of the full Council present, Mayor Reiman declared
the Public Hearing open.
?UBLIC HEARING CLOSED There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by

1. Mayor:
Executive Order Establishing the Community Emergency
Response Team
WHEREAS, the tragic events of September 11 awakened the
spirit of America, and its citizens came forth to volunteer,
inspiring President George W. Bush to harness this spirit of
volunteerism by creating the Citizen Corps Program; and,
WHEREAS, the Community Emergency Response Team (CERT)
program was created as a part of the Citizen Corps Program to
help train people to be better prepared to respond to
emergency situations in their communities; and,
WHEREAS, in the case of an emergency, CERT members can
give critical support to first responders, provide immediate
assistance to victims, and organize spontaneous volunteers as
a disaster site; and,
WHEREAS, CERT members can help with non - emergency
projects that help improve the safety of the community; and,
WHEREAS, members of the Carteret Office of Emergency
Management have received the CERT training from the State of
New Jersey Office of Emergency Management
NOW, THEREFORE, I, DANIEL J. REIMAN, Mayor of the Borough
of Carteret, in conjunction with the Borough Council, in the
County of Middlesex, State of New Jersey do hereby establish
the Carteret Community Emergency Response Team to be
operated by the Office of Emergency Management in the
Borough of Carteret, New Jersey.
MAYOR REIMAN Mayor Reiman stated this was part of the grant we are applying
for.
DAN BEASLEY Dan Beasley stated the government gives the state money and
this authorizes the program.

Mayor Reiman asked Chief Beasley how many members were
on the team
An unidentified resident stated that there are ten (10)
members.
Mayor Reiman asked when the next class would be scheduled.
Dan Beasley stated that the class is 4 hours on Saturdays and
requires a minimum of 20 hours for certification.
Mayor Reiman asked if there are different levels like for OEM
(Office of Emergency Management).
Dan Beasley said there were different jobs.
Mayor Reiman thanked everyone and welcomed the new
members.
After no further discussion, upon MMS &C by Councilmembers Diaz
and Johal and unanimous affirmative vote of the full Council present,
the meeting was Adjourned at approximately 6:10 P.M.
