HomeMy Public PortalAbout001-2024-Rezone - 1300 Rose City BlvdCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO.1-2024 A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM GENERAL COMMERCIAL (GC) DISTRICT TO HIGH INTENSITY INDUSTRIAL (I2) DISTRICT WHEREAS, The Zoning Map designates a certain property located at 1300 Rose City Boulevard which is legally described as follows, to wit: 1300 Rose City Boulevard (89-16-19-000-102.000-030): PT NE, NW & SW 19-14-1 54.134A as General Commercial (GC) District, as described on Exhibit A; and WHEREAS, It is desirable to change the zoning designation to a High Intensity Industrial (I2) District in order to construct a concrete production facility to be used on the Revive I-70 construction project being performed by the Indiana Department of Transportation ("INDOT") consistent with the same. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the zoning designation for the above -described property is changed to High Intensity Industrial (I2) District. The procedure for filing a Zoning Map Amendment with the Plan Commission is as follows: 1. Pre -application meeting with the Zoning Administrator (City Planner) 2. Submit an application 28 days before the next Plan Commission meeting. 3. Zoning Administrator will notify all interested parties of the public hearing by a minimum of 10 days before the hearing. 4. Determination Process: The Plan Commission shall certify the amendment to the Official Zoning Map and forward the application to the Common Council with a favorable recommendation, an unfavorable recommendation, or no recommendation, along with any conditions or commitments. The Common Council makes the final determination regarding an Application for Rezoning and any recommended commitments by ordinance. 1. Common Council refers proposed ordinance to Plan Commission 4. Plan Commission meeting holds a public hearing and renders a recommendation to Common Council 5. E&e Paving LLG is interested in utilizing this site for the production of concrete for use on the Revive 1-70 construction project. The portable concrete Page 13 1.) Yes, this variance will help contribute to solving challenge #4 which highlights Richmond's transportation newtwork inadequacies because 'having our concrete plant as close to the construction site as possible helps the road constructibn work to run more smoothly and keeps our construction traffic off of the city streets. Also, the ;Future;land Use Map shows this area as designated for industrial use. 2.) What are the current conditions and the character of current structures and uses of the surrounding area? The only current structure within the limits we are wanting a variance for is a billboard. To the East, off of Rose City Blvd, there's Propaganda Mortorcyles, Endurance;Metais,=_Master Band Cabinets, and Keystone Automotive Operations. Across Williamsburg Pike to the West is Wolverine World Wide, Inc. Across Williamsburg Pike to the, Westiisy—elverine World Wide, Inc. which is a leather wholesaler. All of these surrounding buildings are factories or businesses inside of industrial style buildings. 3.) What is the most desirable use for the subject property? The most desirable use for the subject property, according to the property manager would be commercial building site and / or vacant land for parking / storage. 4.) Will the request protect the property values of the surrounding area? Yes, changing the zoning in this area to high intensity industrial will protect the values of the surrounding area because there is nothing surrounding the property which is not already being used for commercial or industrial purposes. 5.) How is the request responsible development and growth? This request should be considered responsible development and growth because the intended use for the land fits perfectly with the future land use map because this will be used to manufacture concrete during E&B Paving's use of the land and after the project is complete the land will be left developed for future industrial use.
