Member Spiegel abstained from voting on this item 2. 91 Express Lanes Status Reports A motion was made by Member Hernandez, seconded by Member Wagner, and declared passed by those present to receive and file the 91 Express Lanes status reports for the months of February 2023 through April 2023. Regular Calendar 3. Draft 2023 State Route 91 Implementation Plan Alison Army, Transportation Analyst, OCTA, provided a presentation on this item. Member Spiegel requested to combine the Orange County and Riverside County Projects slides. Construction Update: 91 Corridor David Thomas, Manager of Toll Project Delivery, RCTC, provided a presentation on this item. Following the presentation, no action was taken on this item. 5. Orange County Transportation Auhtority 91 Express Lanes Debt Refinancing Andy Oftelie, Chief Financial Officer, OCTA, provided a report on this item. Following the report, no action was taken on this item. 6. Public Comments No public comments were received. 7. General Manager's Report - Orange County Transportation Authority Kirk Avila, General Manager, OCTA, reported on the following: • Updated statistics on traffic volumes and toll revenues through the end of May. • OCTA and RCTC staff continue to meet on a regular basis on the State Route 241/State Route 91 (SR-91) Express Connector project. • Toll adjustments will be made on July 1, 2023. Darrell E. Johnson, CEO, OCTA, reported that the California Transportation Commission awarded $42 million to OCTA in regards to the SR-91 improvements between State Route 57 and State Route 55. The project will be completed in segments and will now be funded 40 percent by the State. 8. Toll Operations Report - Riverside County Transportation Commission Jennifer Crosson, Toll Operations Director, RCTC, reported on the following: • Traffic and revenue performance for RCTC’s segment of the 91 Express Lanes. • Customer education program to convey changes to customers due to the north Direct Connector implementation. Discussion For the month of May 2023 through August 2023, gross potential toll revenues and traffic volumes in the 91 Express Lanes for both the Orange County Transportation Authority (OCTA) and Riverside County Transportation Commission (RCTC) segments increased as compared to the same period in 2022. This represents a daily average of 57,721 vehicles. This is a 3.4 percent increase in total traffic volume from the same period last year, which totaled 1,730,431. Potential toll revenue for May was $5,625,918, which represents an increase of 6.2 percent from the prior year’s total of $5,296,455. Carpool percentage for May was 24.1 percent as compared to the previous year’s rate of 23.7 percent. Month-to-date (MTD) traffic and revenue data is summarized in the table below. The following trip and revenue statistics tables represent all trips taken on the Orange County Transportation Authority (OCTA) 91 EL and associated potential revenue for the month of May 2023. The chart below reflects the gross potential revenue breakdown between full toll trips and HOV3+ trips for FY 2022-23 on a monthly basis. 6 OCTA PEAK -HOUR VOLUMES Peak-hour traffic in the eastbound and westbound directions reached or exceeded 90 percent of defined capacity 28 times during the month of May 2023. As demonstrated on the next chart, westbound peak-hour traffic volumes top out at 93 percent of defined capacity. OCTA OPERATIONAL HIGHLIGHTS 9 FINANCIAL HIGHLIGHTS OCTA Capital Asset Activity During the eleven months ending May 31, 2023, capital asset activities included payments of $835,718 attributed to the Electronic Toll and Traffic Management system project and $297,339 attributed to the back-office system implementation project. 10 OPERATIONS OVERVIEW RCTC Total traffic volume on the 91 EL for May 2023 was 1,521,205. This represents a daily average of 49,071 vehicles. This is a 5.8 percent increase in total traffic volume from the same period last year, which totaled 1,437,467. Potential toll revenue for May was $6,344,458, which represents an increase of 16.1 percent from the prior year’s total of $5,465.847. Carpool percentage for May was 23.4 percent as compared to the previous year’s rate of 22.5 percent. MTD traffic and revenue data is summarized in the table below. Of those calls, 16 were to assist disabled vehicles, 23 were to tow vehicles, and 21 were to aid motorists in the 91 EL. OCTA OPERATIONAL HIGHLIGHTS 9 FINANCIAL HIGHLIGHTS OCTA Capital Asset Activity During the 12 months ending June 30, 2023, capital asset activities included payments of $835,718 attributed to the Electronic Toll and Traffic Management system project and $1,332,812 attributed to the back-office system implementation project. 10 OPERATIONS OVERVIEW RCTC Total traffic volume on the 91 EL for June 2023 was 1,500,240. This represents a daily average of 50,008 vehicles. This is a nine percent increase in total traffic volume from the same period last year, which totaled 1,376,554. Potential toll revenue for June was $6,208,950, which represents an increase of 17.5 percent from the prior year’s total of $5,283,149. Carpool percentage for June was 24.1 percent as compared to the previous year’s rate of 23.2 percent. MTD traffic and revenue data is summarized in the table below. This represents a daily average of 56,731 vehicles. This is a 7.9 percent increase in total traffic volume from the same period last year, which totaled 1,630,617. Potential toll revenue for July was $5,375,470, which represents an increase of 8.1 percent from the prior year’s total of $4,971,775. Carpool percentage for July was 26.6 percent as compared to the previous year’s rate of 25.9 percent. Month-to-date (MTD) traffic and revenue data is summarized in the table below. The chart below reflects the gross potential revenue breakdown between full toll trips and HOV3+ trips for FY 2023-24 on a monthly basis. 5 OCTA PEAK -HOUR VOLUMES Peak-hour traffic in the eastbound and westbound directions reached or exceeded 90 percent of defined capacity five times during the month of July 2023. As demonstrated on the next chart, westbound peak-hour traffic volumes top out at 92 percent of defined capacity. OCTA EASTBOUND PEAK -HOUR VOLUMES 6 OCTA WESTBOUND PEAK -HOUR VOLUMES 7 On-Road Operations OCTA Freeway Service Patrol responded to 85 calls during the month of July. Of those calls, 30 were to assist disabled vehicles, ten were to remove debris, 26 were to tow vehicles, and 19 were to aid motorists in the 91 EL. OCTA OPERATIONAL HIGHLIGHTS 8 FINANCIAL HIGHLIGHTS OCTA 9 OPERATIONS OVERVIEW RCTC Total traffic volume on the 91 EL for July 2023 was 1,518,311. This represents a daily average of 48,978 vehicles. This is a ten percent increase in total traffic volume from the same period last year, which totaled 1,380,303. Potential toll revenue for July was $6,594,831, which represents an increase of 26 percent from the prior year’s total of $5,232,083. Carpool percentage for July was 26.1 percent as compared to the previous year’s rate of 24.9 percent. MTD traffic and revenue data is summarized in the table below. OCTA OPERATIONAL HIGHLIGHTS 9 FINANCIAL HIGHLIGHTS OCTA 10 OPERATIONS OVERVIEW RCTC Total traffic volume on the 91 EL for August 2023 was 1,552,433. This represents a daily average of 50,078 vehicles. This is a 4.7 percent increase in total traffic volume from the same period last year, which totaled 1,482,586. Potential toll revenue for August was $7,235,394, which represents an increase of 22.3 percent from the prior year’s total of $5,917,920. Carpool percentage for August was 23.5 percent as compared to the previous year’s rate of 22.3 percent. MTD traffic and revenue data is summarized in the table below.
