JANUARY 2, 2024
ELECTION OF 2024 OFFICERS
The Common Council of the City of Richmond, Indiana met in a Special Meeting January
2, 2024 in the Council Chambers in said City.
President Turner called the meeting to order and the election of officers was conducted.
ELECTION OF 2024 OFFICERS
Councilor Parker nominated Gary Turner to serve as President, supported by Councilor
Taylor. Councilor Parker moved to close the nominations. Upon a vote viva voce, the
motion carried.
Councilor Turner was chosen President by unanimous consent.
Councilor Turner nominated Larry Parker to serve as Vice President, supported by
Councilor Taylor. Councilor Turner moved to close nominations. Upon a vote viva voce,
the motion carried.
Councilor Parker was chose Vice President by unanimous consent.
The Special Meeting was adjourned.

President Turner called the meeting to order and the following business was conducted:

Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Larry Parker, Anne
Taylor, Gary 7urner, Jane Bumbalough, Justin Burkhardt and Jerry Purcell.
Also in attendance were Andrew Sickmann, Corporate Council; Monica Burns, 'Deputy.
Clerk; Emily Palmer, City Controller; Kenyatta Cox, Human Resources; Tracy McGinnis,

APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of December 18, 2023, supported by
Councilor Purcell. Upon a vote viva voce, the motion carried.

INTRODUCTIONS, MOTIONS, RESOLUTIONS
COMMUNICATION FROM THE MAYOR
• Mayor Oler told Council that he was honored and humble to be sitting there at the
meeting with them.
• Department heads have been sworn in
• The Mayor's phone is up and running
• Be sure to utilize the City Facebook page to find information about current events
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the November 30, December 7, & 14-2023 meetings were accepted as
presented.

ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance Nos. 51, 52 & 56-2023 on
first reading by title only, supported by Councilor Parker. Upon a vote viva voce, the
motion carried.

OWNER APPLYING FOR DEDUCTIONS UNDER I.C.

Ordinance No. 52-2023 was referred to the Tax Abatement Committee 'for due
diligence.
